Horse before the carriage? Auto Makers Seek Approval for Driverless Cars in States as Regulators, Insurers Weigh Liability (video)

Today’s Wall Street Journal has an interesting piece that covers the various efforts underway in the world of autonomous vehicles (aka driverless cars i lay people speak) and how manufacturers are working with legislators to introduce their products to the tech-hungry driving public at least in a few states across the  country.. here is a video that accompanies that article.

What caught me by surprise is the sheer volume of activity and how certain people are that they will see autonomous vehicles on the roads in just a few short years.. As much as I would like to believe, full automation (Level 4) is still a decade away and we still have a lot of hurdles on the technology, policy and infrastructure side.  As one of the interviewed researchers points out, there are many concerns that dog this challenge incl. the high cost of laser vision, the risk that radar and camera sensors won’t see properly in bad weather, and complex legal issues raised by giving control to a robot. Let’s hope we overcome these hurdles soon because we, as a society, are paying a heavy price in terms of human lives and hard earned treasure as we continue to drive with manual control (~33K people killed on American roads during 2012).

via WSJ Yesterday’s Wall Street Journal has an interesting article that explores the roadblock posed by sky-high prices of the LiDAR units, which offer the vehicles’ “seeing” and “navigating” capabilities , in the widespread adoption automated vehicles.  That pesky little roof mounted LiDAR unit  atop the Google’s prototype vehicle apparently cost between $75,000 and $85,000, which explains why it will be a problem for mass market. Bridging the investment gap

The U.S. spending on transportation (and infrastructure in general) has flatlined (or some argue that it has declined considerably) over the decades while other countries around the globe, especially in Asia, have ramped up their investment in large-scale infrastructure projects such as building highways and railroads.  So, how does it look when we match our spending versus the other nations.  This chart from Wall Street Journal shows show you how badly we are behind in this race to stay competitive. Recommend reading the related article on WSJ that shows how funding for infrastructure projects may be coming from new sources as ‘wealth advisers are steering clients into infrastructure deals. Let’s not forget that we have already a crazy amount of things to fix and on top of that we have to spend on projects that can cater to the growing need for transportation as the population explodes.  But do we really have the money to fix the broke and embark on starting new projects? With a dwindling highway trust fund account and a political gridlock in Washington, even the basic of needs for keeping the country economically superior seems to be a bigger challenge than ever.

Bold thinking! New York City Studies Hudson River Tunnel Plan To Extend No. 7 Subway Line to New Jersey

The Bloomberg administration is exploring a plan to build a new tunnel under the Hudson River that would extend the no. 7 subway line to Secaucus, N.J,  building on existing work being done on the no. 7 line, which is undergoing a $2.1 billion extension from Times Square to 34th Street and 11th Avenue.

The plan is an attempt to expand rail capacity and grab some of the $3 billion in federal money that had been set aside for a rail-tunnel project between New Jersey and Manhattan, according to multiple people familiar with discussions over the project. New Jersey Gov. Chris Christie spiked the rail tunnel three weeks ago due to concerns about cost overruns. Click here to read the full story

It Can Cost More to Fly to Hartford Than Barcelona. What Airlines Consider in Setting Prices.  I have always wondered about this issue.  And am glad that someone is trying to answer this.

Airline ticket prices often seem like a brain-teaser with little logic. From Chicago, a flight to Miami is more than twice as far as a flight to Memphis, but the shorter Memphis flight costs 25% more on average. Fly to Washington, D.C., from Hartford, Conn., and the average fare is nearly three times as high as if you flew to nearby Baltimore from Hartford, according to government data for the first quarter of this year.

The fares travelers pay typically have little relation to how far you fly, even though airline costs are largely dependent on the length of a flight. Long trips often cost less than short trips. Flights of the same time and distance can have radically different prices.
The price you pay for a ticket is driven by a number of variables: competition, types of passengers, the route and operating costs. But the biggest factor, by far, is whether discount airlines fly in a market. Low-cost carriers often set the price in markets because competitors feel compelled to match that price or risk losing customers and flying empty seats. And when they aren’t there, big airlines behave radically differently when setting prices.

Toyota Prius Tops May Auto Sales in Japan; Hybrid Sales Soar in Japan, Despite Downturn

Last month (May 2009), the Toyota Prius was the top selling model in the world’s second-largest economy; the rival Honda Insight hybrid came in third, according to new car sales rankings—excluding minicars with displacements of less than 660 cc—released by the Japan Automobile Dealers Association (JADA).   

In April HondaScryve Corporate Social Responsibility Rating was quite happy to report that its new Insight hybrid was both the best selling car in Japan for that month (outselling the Toyota Priusand the first hybrid car to have that honor with 10,481 units. (Earlier post.) In May, the Insight dropped to third place with 8,183 units, behind the Prius and the Honda Fit, with 8,859 units.Toyota’s May performance was all the more surprising, since the third-generation Prius didn’t go on sale until May 18.  

The Prius posted 10,915 units in May, in Japan more than twice the 5,079 units sold in May 2008 and compared to 1,952 units in April 2009, according to the JADA data. (In the US, Toyota reported 10,091 units of the Prius sold in May.)

Why are these fuel-sippers speeding out of Japanese dealer lots, when sales of the more-expensive hybrid cars are still in the doldrums in the U.S.,  Japan’s economy isn’t doing any better—indeed, its first-quarter contraction was the biggest since World War II.

There are several possible explanations—beyond the fact that both Toyota and Honda have cut prices to make hybrids a little less niche and a little more mass market. First, generous government incentives: Japan’s stimulus package included a range of tax breaks for buyers of hybrid (and electric) vehicles which can knock thousands of dollars off the price tag. Japan has tougher mileage standards—but that affects what kind of cars manufacturers turn out, not what kind of cars consumers flock to. One huge difference is the price of gasoline—which automatically makes the hybrids more attractive, especially in a recession. Japan, like many European countries, slaps a hefty national tax on gas. Right now, Japanese pump prices work out to $4.61 a gallon. That compares to a U.S. national average of about $2.50 a gallon.

India ponders fuel price deregulation; News sparks a rally for refinery shares

India may lift a 5 1/2-year cap on pump prices of gasoline and diesel, the first market-opening move by Prime Minister Manmohan Singh since his election victory this month. Shares of refiners surged.

Oil Minister Murli Deora said he plans to seek cabinet approval within six weeks to free up fuel prices from state control. “The government has taken notice and is working on” a proposal, he told reporters in New Delhi.“We will ensure that fuels reach people at the right time and at the right price,” Deora said today.

Indian state-owned refiners used to set retail fuel prices twice a month after the government ended controls on oil products in April 2002. That stopped in December 2003 after the then Bharatiya Janata Party-led government barred them from raising rates before the May 2004 elections.

State-owned Indian Oil Corp., the nation’s biggest refiner, surged to a 16-month high on optimism the new government will scrap a policy that caused a loss of 36.7 billion rupees ($776 million) in the nine months ended December after oil prices rose to a record in July. Lifting the cap will enable refiners to profit from crude oil’s 47 percent advance this year. 
State-run fuel retailers Indian Oil, Hindustan Petroleum and Bharat Petroleum are likely to have posted combined losses of 1.03 trillion rupees ($21.68 billion) for the year ended March 31, due mainly to sales of products at government-mandated prices.  The retailers are partly compensated through oil bonds issued by the federal government, and partly by discounts given on crude oil by upstream companies like Oil and Natural Gas Corp.

Mr. Deora said the government would consider deregulating prices of natural gas only after a decision on deregulating oil prices is taken.

“Free pricing will solve most of the problems for the Indian state-owned oil companies,” said Vinay Nair, a Mumbai- based analyst at Khandwala Securities Ltd. “A change in ratings of these companies or changing our call on the stocks will depend on what real policy changes the government makes.”

Indian Oil gained 6.8 percent to 609 rupees in Mumbai trading, the highest level since Jan. 17, 2008. Bharat Petroleum Corp., the second-biggest state-run refiner, climbed 3.7 percent to 464.70 rupees, while Hindustan Petroleum Corp. added 8.4 percent to 362.95 rupees.

Indian Oil shares have climbed 42 percent since Prime Minister Singh’s government was re-elected on May 16 without the support of communist lawmakers who oppose fuel-price increases. That led to speculation that the government will relax the pricing curbs. The benchmark Sensitive Index has gained 20 percent in the same period and advanced 52 percent this year.

State refiners sell automobile and cooking fuels below cost, at prices fixed by the government, to curb inflation which has held below 1 percent for 11 straight weeks. Retail fuel prices haven’t been changed since January, when they were cut for the second time in two months.
