Introduction

This position is located in the District Department of Transportation (DDOT), Planning and Sustainability Division (PSD) Research Program.  PSD manages the research program for DDOT.  As DDOT serves a highly urbanized area, special emphasis within the research program is placed on developing and implementing a research agenda focused on a multi-modal, comprehensive approach to transportation that combines the needs of public and private sectors into coordinated transportation policies and plans, consistent with agency strategic goals and objectives. Major Duties

Supports the research program for the agency. Works with various programs within the agency to develop viable research problem statements and then to advance and complete selected research projects that lead to publication-ready reports. Supports the research intern program to ensure positive outcomes for both student interns and project owners in the agency. Also works with key researchers locally and nationally to build the stature of the research program.

Assists in managing cutting-edge research projects across multiple modes and areas of interest.  Oversees projects’ day-to-day activities to ensure high quality results are delivered in a timely fashion.  Prepares or reviews publication-ready reports related to those projects.

Coordinates with other Department personnel (i.e., safety, operations, construction, public space, etc.) as well as other District, regional, and federal agencies to facilitate broad participation in the research program. Attends other meetings, seminars, and professional conferences relating to research to promote agency research. Identifies best practices to deploy at the agency and facilitates technology transfer to Departmental personnel and programs.

Qualifications
– Advanced professional knowledge of urban transportation planning theories, concepts, and principles.
– Experience managing or providing leadership to programs and/or projects.
– Able to develop scopes of work for studies, projects, and analytical reports relating to transportation research that support the mission and goals of DDOT.

The Eno Center for Transportation is accepting applications for Summer 2017 Thomas J. O’Bryant Transportation Policy and Finance Fellowship. This fellowship is designed to provide a professional development opportunity for aspiring transportation specialists. Successful applicants will gain in-depth knowledge of transportation infrastructure and operations as well as an understanding of the U.S. policymaking process through conducting research under the guidance of Eno staff, collaborating with transportation experts on publications, and assisting in the execution of programs conducted by Eno’s Center for Transportation Leadership.

SPECIFIC RESPONSIBILITIES FOR THE O’BRYANT FELLOW INCLUDE:
Assisting in the development of Eno reports and papers. Fellows will play an integral part in the research and development of transportation policy research documents, policy recommendations, and events. Projects cover various modes, sectors, and levels of government within transportation.
Contribute to the premier inside-the-beltway publication Eno Transportation Weekly (ETW). The fellow will be tasked with covering transportation related hearings on Capitol Hill, analyzing legislation, and developing think pieces for ETW.
Bridging the gap between research and policy.The fellow will participate in Eno’s outreach toward the policy community in Washington, DC, through participation in conferences, briefings, and private meetings.
Gaining in-depth knowledge of U.S. policymaking.The fellow will engage the policymaking community through association with the Board of Directors, Eno education programs, and briefings to policymakers.

Duration
Duration of the appointment is 10 weeks (start/end dates to be determined between successful candidate and Eno staff).

Qualifications

The successful candidate will be an integral member of a growing organization and assist in conducting research, developing and implementing programs and projects related to improving transportation in cities, as well as building organizational capacity.

Responsibilities

As part of a small team, the Program Analyst will research issues, develop opportunities, and execute projects that promote sustainable urban mobility, with oversight from the Executive Director and Director of Research & Development. Some projects may be executed through the use of program consultants with specialized subject matter expertise, who the Program Analyst must be qualified to oversee. Initial primary area of focus may include initiatives related to a diversity of topics such as transit planning, technology, rider information, or capital project finance. Requirements

The successful candidate will have:

  • Fundamental understanding of the principles underpinning sustainable urban mobility and an intuitive appreciation of the role that transportation plays in contributing to urban vitality. While technical knowledge of transportation can be a plus, it is not a requirement, and is secondary to natural curiosity and passion for the mission.
  • Keen ability to scan developments in research or case studies, make connections across disciplines, and draw hypotheses and/or rigorously-supported conclusions.
  • Research capacity to build a case through solid evidence. General knowledge of common primary and secondary sources for issues related to urbanization and transportation.
  • A background in the methods and practice of civic action and/or philanthropy will be considered a plus.

The World Bank and EMBARQ Mexico – in collaboration with TransMilenio S.A. – will host the third annual “Building Leaders in Urban Transport Planning” course, which provides tools for systematic integrated mobility planning, corridor management, public transport planning evaluation alternatives, governance, finance, and public-private partnerships – all of which are key issues facing Latin American cities and cities worldwide. The course will use a hands-on learning approach, making extensive use of case studies, group exercises, and site visits – all aimed at highlighting linkages between the various components of the urban transport system. The deadline to apply to the course is January 9, 2015.

The event is part of the World Bank’s “Leadership in Urban Transport Planning” (LUTP) capacity building series, which develops leadership, awareness, and implementation strategies for urban integrated mobility planning. It is designed specifically for senior level decision makers at the national, provincial or city level – those who have a responsibility for urban transport at the policy making level, rather than a purely technical level. Academics, consultants, and other members of civil society are also encouraged to apply.

The Building Leaders in Urban Transport Planning course will consist of two parts. The period from January 19 to February 21, 2015, will be devoted to self-study, covering topics in land use and transport planning, and incorporating the environmental and social issues of urban transport planning. Participants will then partake in a seven-day hands-on workshop from February 22 to February 28 in Bogotá, Colombia – a city with a track record of leadership in sustainable urban transportand development. Program Manager for a new Global Designing Cities program

The National Association of City Transportation Officials (NACTO) is seeking a Program Manager for a new Global Designing Cities program, a multi-year initiative that will develop a global street design guide and provide technical assistance on street and public space design to cities around the world. Applicants should demonstrate past experience and leadership in the fields of city planning, design, and public policy, with background knowledge in transportation, land use, urban development, and other city issues in an international context. For this position, NACTO is looking for a strong communicator with a keen eye for understanding the design of city streets as part of an overall campaign to improve cities and traffic safety in general.

The Global Designing Cities Program Manager will be assisting with the development of street design content that connects best practices from global cities with the international realm over the next several years, as well as conducting trainings and outreach with partner organizations. The position works closely with NACTO’s Executive Director and Global Streets Design Director as well as steering committees to ensure the effective implementation and dissemination of the initiative’s core goals. Core activities for the Program Manager include:

  • Graduate Degree (preferred) or Bachelor’s degree in Urban Planning, Urban Studies, Public Policy, Urban Design, Transportation Systems, or Architecture with a demonstrated interest in sustainable transportation.
  • Relevant internship, graduate-level research, or work experience in sustainable transportation, urban development, and related fields.

Competencies Desired

  • Mapping: ArcGIS or open-source GIS applications
  • Graphics: Adobe Creative Suite (InDesign, Photoshop, and Illustrator), SketchUp
  • Data Analysis: Access, Stata, SPSS, or similar
  • Experience with data visualization tools and 3D modeling, some knowledge of programming languages used in interactive graphics or web development a plus
