DUTIES:

As a Transportation Specialist, you will:

  • Provide technical and program support to the FHWA headquarters staff, field components and state personnel, and other partners in private industry and local and regional government, on the utilization of the freight economics and operations data and analytical tools developed by the Office of Freight Management (HOFM).
  • Provide substantive technical guidance and support to HOFM’s analysis and research team on policy and analysis related to economics, international and domestic trade, forecasting methods, the structure and productivity of the transportation industry, public and private financing, use and performance of the transportation system, and transportation planning/project development.
  • Foster close coordination and collaboration with other Department of Transportation (DOT) elements, and other federal agencies that maintain data and analytical tools which aid in the understanding of freight transportation system performance, freight economics, public finance, economic forecasting methods, and the structure and productivity of the transportation industry.
  • Provide expert knowledge and demonstrated expertise of transportation economic analysis and forecasting methods, the economic consequences of transportation and multimodal freight operations at the national, regional, and project levels.
  • Provide expert knowledge and demonstrated expertise in transportation and freight system performance measurement, management and analysis used by public and private sector, with advanced knowledge of data sets, analytical techniques and visualization.
  • Provide technical and program support to the FHWA headquarters staff, field components and state personnel, and other partners in private industry and local and regional government, on the utilization of the freight economics and operations data and analytical tools developed by HOFM.

Going Green!DOT, EPA Propose the Nation’s First Greenhouse Gas and Fuel Efficiency Standards for Trucks and Buses

The U.S. Environmental Protection Agency ( EPA)  and the U.S. Department of Transportation today announced the first national standards to reduce greenhouse gas (GHG) emissions and improve fuel efficiency of heavy-duty trucks and buses. This comprehensive national program is projected to reduce GHG emissions by nearly 250 million metric tons and save 500 million barrels of oil over the lives of the vehicles produced within the program’s first five years.

EPA and DOT’s National Highway Traffic Safety Administration (NHTSA) are proposing new standards for three categories of heavy trucks: combination tractors, heavy-duty pickups and vans, and vocational vehicles. The categories were established to address specific challenges for manufacturers in each area.  For combination tractors, the agencies are proposing engine and vehicle standards that begin in the 2014 model year and achieve up to a 20 percent reduction in CO2 emissions and fuel consumption by 2018 model year.  For heavy-duty pickup trucks and vans, the agencies are proposing separate gasoline and diesel truck standards which phase in starting in the 2014 model year and achieve up to a 10 percent reduction for gasoline vehicles and 15 percent reduction for diesel vehicles by 2018 model year (12 and 17 percent respectively if accounting for air conditioning leakage). Lastly, for vocational vehicles, the agencies are proposing engine and vehicle standards starting in the 2014 model year which would achieve up to a 10 percent reduction in fuel consumption and CO2 emissions by 2018 model year.

Overall, NHTSA and EPA estimate that the heavy-duty national program would provide $41 billion in net benefits over the lifetime of model year 2014 to 2018 vehicles. With the potential for significant fuel efficiency gains, ranging from seven to 20 percent, drivers and operators could expect to net significant savings over the long-term. For example, it is estimated an operator of a semi truck could pay for the technology upgrades in under a year, and save as much as $74,000 over the truck’s useful life. Vehicles with lower annual miles would typically experience longer payback periods, up to four or five years, but would still reap cost-savings.

Fraud erodes trust in Turkish transportation

ISTANBUL – In an attempt to escape banks, some transportation firms change their vehicle identification numbers and the color of the trailers in their fleet. Such irregularities are eroding trust in the industry as a whole, says Murat Tokatlı, chairman of the Association of Trailer Manufacturers. ’Our customers are unable to obtain funding for trailers,’Tokatlı complains

Some transportation companies that are in distress and unable to pay their loans resort to fraud, eroding confidence in the sector, the head of a Turkish association has warned.

These firms change their vehicle identification numbers and colors of the trailers in their fleet in order to escape from banks. Such irregularities erode financial institutions’ trust in the transportation industry, said Murat Tokatlı, chairman of the Association of Trailer Manufacturers, or TREDER. “Therefore, customers are unable to obtain funding for trailers. This forces producers to shoulder costs and risks.” 

Tokatlı said 1,000 trailers and 300 trucks are “lost” at present due to the irregularities. He also said some firms have new traffic registrations for previously-used vehicles after having small producers change their vehicle identification numbers and colors. 

Erosion of confidence 

“Such irregularities started six months ago. The losses deriving from this have reached 25 million euros. The vehicles we produced get lost, and another brand new vehicle emerges. Such moves are completely in violation of the manufacture, amendment and assemblage regulations for vehicles,” said Tokatlı. 

Irregularities in type approval certificates have also been an ongoing issue in the sector, Tokatlı said. Despite obtaining just one type approval certificate, some firms produce many vehicles, he said. 

Explaining the irregularities, he said; “Some producers manufacture a type of product without having its certificate. Then they purchase the certificate and have the vehicle’s traffic registration. Besides being against the law, this also is a threat for safety. It is crucial to establish an audit mechanism.”

Commenting on financing problems stemming from the irregularities, he said; “The irregularities have eroded the trust of finance institutions into the transportation sector, which is the purchaser of trailers. The customers are unable to obtain financing for trailers. Maybe half of the trailer sales in Turkey are made with producers’ loans. The sector is under threat, and therefore we are obliged to provide the funding. Producers shoulder the cost and risk of the financing.”

Omnibus bill terminates Bush administration program to give Mexican trucks wider access to U.S. roads

Wide access to U.S. roads granted to Mexican trucks in NAFTA would be terminated. Critics cite safety concerns, but a spokesman for the Mexican Embassy calls it ‘protectionism, plain and simple.’

Congress has hit the brakes on a Bush administration program to give Mexican trucks wider access to U.S. roads, putting President Obama in the middle of a politically sensitive trade dispute.

A $410-billion spending bill that passed the Senate on a voice vote Tuesday would end funding for the cross-border trucking program, one of the most contentious issues to arise out of the 1993 North American Free Trade Agreement.  The House approved the spending measure last month.
Critics of the cross-border program — including the Teamsters and lawmakers from both parties — have expressed concern about the safety of Mexican trucks.

Training programmes for heavy motor vehicle drivers

MARGAO: Western India Automobile Association (WIAA) in association with the road safety cell of the Ministry of surface transport organized training programmes and heath camps for heavy motor vehicle drivers at various places in South Goa recently.  The free refresher training course cum health camp for drivers which concluded on Saturday at the Kings School, Mugalli-Margao, was supported by the regional transportauthority of Goa. 

Yogesh Ambe, general manager (road safety) WIAA, Mumbai, informed TOI that the central ministry had allotted grants to take up such courses for drivers in Goa. “WIAA conducted free health camps and training course for drivers of BPCL, HPCL besides drivers at mines in Maina, Shigao, Sanvordem and heavy vehicle drivers at Vasco and Margao, with the support of Baba Naik of Tata Motors. Health camps for vision, blood grouping and general health checks besides issuing a free personal accident insurance policy of Rs 1 lakh each to all participants,” said Ambe.

Truck lanes pick up speed

The decades-old battle between cars and rigs on Interstate 70 could come to an end if the Missouri Department of Transportation has its way. After a yearlong study, the agency is recommending that $3.9 billion be spent to rebuild 200 miles of I-70 between Lake Saint Louis and Independence. Under the plan, two lanes each direction would be for semis, and two lanes each way would be for the rest of traffic. I-70 has some of the heaviest truck traffic in the country, leaving drivers of smaller vehicles feeling intimidated. Separating cars and semis would improve safety for both, according to the study.  "The No. 1 thing we heard from the public was the issue of trucks," said Kathy Harvey, state design engineer for the transportation department. "A lot of times they said, just put them on their own road."
