TranSystems is seeking a Transportation Planner/Systems Analyst candidate to provide detailed technical support for intelligent transportation systems (ITS) and transportation planning projects. The successful applicant must share a mixed passion for transportation systems and the application of technology in transportation.  Candidates should have a basic understanding of public transportation technology concepts such as location tracking, mapping and geographic information systems (GIS), vehicle dispatching, vehicle/driver scheduling, wireless communications, and enterprise software.

Basic Qualifications:

  • A Bachelor’s degree in Transportation or Civil Engineering, Transportation Planning, or a related major and 1 year of experience in related transportation technology, planning, and/or data visualization OR Master’s degree in Transportation or Civil Engineering, Transportation Planning or related major with no relevant experience
  • Basic computer programming skills, particularly related to large dataset analysis and visualization.
  • Proficiency with MS Office (Word, Excel, Access, Project and Publisher)
  • Proficient data analysis and interpretation skills coupled with a familiarity with statistical software such as SAS, SPSS, R and ArcGIS.
  • Willingness to travel 10 to 20% of the time.  The position covers projects throughout the U.S.
  • Experience with demonstrable complex problem-solving is required.
  • Capability to manage projects/tasks as directed.
  • Ability to work as a member of a team or perform independent work
  • Excellent oral, written, presentation and interpersonal skills.

Preferred Qualifications:

  • Minimum 2+ years of experience related to transportation technology, planning, and/or data visualization

  • Be capable of performing office and field technical work associated with various aspects of ITS and planning, including strategic planning, procurement and deployment of transportation technologies; development of technical designs; transportation technology research; evaluation of deployed technologies at agencies; and analysis and visualization of transportation data to develop decision support tools for public transportation agencies.
  • Have the ability to take direction from senior staff, and to lead and deliver assigned tasks independently.
  • Be able to work directly with external parties (e.g., clients, transit industry vendors) with minimal guidance from senior staff to complete assigned tasks, as necessary.
  • Communicate clearly and concisely, both orally and in writing. Proficient technical writing including preparing memos, reports and presentation materials, is required.
  • Be capable of analyzing/solving complex transportation planning or engineering problems.
  • Use software effectively and make timely and informed recommendations.

  • At least six years of increasingly responsible experience in transportation planning, traffic engineering, or one of the disciplines listed above
  • A bachelor’s or more advanced degree in urban or transportation planning, or a related planning field. Master’s degree is preferred.

  • Excellent written, verbal, and other communication skills, including facilitating public workshops, and making compelling presentations.
  • The ability to manage complex projects on time and on budget.
  • The candidate must be able to demonstrate basic proficiency with Microsoft Excel, Word and Powerpoint

Though most of the work will come from projects from the Boston office, there will be numerous opportunities for the candidate to contribute to NN projects across the United States. The Honolulu Authority for Rapid Transportation was established to provide an efficient and reliable transportation alternative for Honolulu’s congested urban corridor. The project was established in 2005 and is being supported by federal, state and local officials. The system will be a fully automated electrically powered elevated rail system with the first phase completed in 2017 and the remaining segment completed in 2019. This system will provide transportation along 21 stops from East Kapolei to AlaMoanaCenter and will offer stops for commuters and visitors to areas including downtown Honolulu, Oahu’s core commercial and business center and Aloha Stadium, Pearl Harbor and HonoluluInternationalAirport.

By providing rail transportation services, HART will assist in reducing congestion, Hawaii’s dependence on fossil fuels and offer a safe, affordable and on time service to residents and visitors.

HART is seeking a dynamic and experienced manager to serve as the Deputy Director, Planning and Environment to administer, manage and coordinate HART’s comprehensive transit and environmental planning and land use functions related to the Honolulu High Capacity Transit Corridor Project. The Deputy Director will oversee the preparation of documents to comply with the Federal Environmental Regulatory Acts, Executive Orders, Hawaii Revised Statutes, local land use regulations and agency requirements. The position is responsible for consulting with the Federal Transit Administration and with the Project Management Oversight Consultant on matters related to the Projects transit planning and environmental issues. The Deputy Director will manage up to six employees and will oversee the project management plan as it relates to transit and environmental planning. The Deputy Director will also ensure the enforcement of controls and limitations for specific land use consummate with the objectives and intentions as presented in the Project plans.

RESPONSIBILITIES

  • Plan, assign and coordinate activities relating to the planning function of the Honolulu High Capacity Transit Corridor Project as it relates to the total City planning program including land utilization, transportation facilities, public utilities, permitting, and community facilities.
  • Provide overall project management expertise and oversight for formulating and conducting transit and technical environmental planning studies
  • Meet with Federal, State and City officials, property owners, developers, planning consultants, civic and community groups to communicate the purposes, objectives, methodologies and work program of HART.
  • Manage transit planning and environmental aspects of the project and oversee the preparation of documents to comply with National Environmental Policy Act (NEPA), other Federal environmental Regulatory Acts including the Endangered Species Act; the Clean Water Act; the clean Air Acts; the National Historic Preservation Act; Section 4(f) of the Department of Transportation Act; and the Moving Ahead for Progress in the 21st Century (MAP-21).
  • Meet with stakeholders to review and evaluate planning and environmental issues, oversee the evaluation of alternatives and make appropriate recommendations.
  • Oversee the independent collection, analysis, assimilation and incorporation of project related data.
  • Oversee the preparation of environmental studies and technical reports by contractors and consultants.
  • Directly coordinate with Federal, State and City officials as well as consultants and contractors to complete all Project related environmental documents.
  • Monitor the evaluation and interpretation of Federal and State regulations applicable to the Project and provide guidance and direction in activities accordingly.
  • Oversee the quality management of planning work processes and products and determine the corrective measures that are required where appropriate.
  • Oversee the preparation of presentation materials and participation in public information hearings or meetings and public outreach activities related to the environmental planning process.
  • Other duties as required and appropriate for a position of this classification and level.

Responsibilities

As part of a small core team, the Program Analyst will research issues, develop opportunities, and execute projects for TransitCenter initiatives that promote sustainable urban mobility, with oversight from the Executive Director and Director of Research & Development. Some projects may be executed through the use of program consultants with specialized subject matter expertise.

The initial primary area of focus will be the field of transportation demand management, and in particular workplace-based programs that assist employers in shifting their employees to non-auto commuting practices. Though the workplace-based program is an initial focus, a successful candidate will have avid interest and versatility to work on other transit-related subjects as assigned and his/her portfolio will likely expand in the near future.

TransitCenter is in effect a start-up so the Program Analyst will also be expected to play a hands-on role in operations and shoulder a portion of the organization’s administrative duties as assigned.

The position is based in New York City, out of the Center for Social Innovation in Chelsea. The salary range is $55-70,000 commensurate with experience, with a competitive benefits package.

Requirements

The successful candidate will have:

  • Fundamental understanding of the principles underpinning sustainable urban mobility and an intuitive appreciation of the role that transportation plays in contributing to urban vitality. While technical knowledge of transportation can be a plus, it is not a requirement, and is secondary to natural curiosity and passion for the mission.
  • Keen ability to scan developments in research or case studies, make connections across disciplines, and draw hypotheses and/or conclusions.
  • Research capacity to build a case through solid evidence. General knowledge of common primary and secondary sources for issues related to urbanization and transportation.

The Central Maryland Transportation Alliance is a non-profit coalition of business, philanthropic, non-profit and institutional organizations.   Our commitment is to create a forward-thinking, innovative, realistic, usable transportation system.   We advocate for better transportation that will provide access and opportunity for housing, jobs, education, services, goods and recreation to all residents throughout the region.  The Transportation Alliance is an initiative of the Baltimore Community Foundation.

Responsibilities:

  • Conduct research to support the Transportation Alliance’s initiatives. This includes, but is not limited to, our ‘Let’s Get to Work’ initiative to enhance service on MARC commuter rail, improving access to regional jobs via alternatives to driving alone, transit-oriented development, transportation funding, and benchmarking the region against national peers;
  • Design and execute a comprehensive organizing plan that brings together hundreds of stakeholders to call for advancing the Transportation Alliance’s objectives;
  • Assist with development activities including creating and executing a fundraising strategy and grantwriting;
  • Develop and maintain knowledge and expertise in diverse areas of transportation including transportation planning, alternative funding methods, transit-oriented development, and related topics to inform conversations with colleagues, partners, and stakeholders;
  • Cultivate meaningful collaborations with businesses, institutions, non-government organizations, and government agencies to advance the Transportation Alliance’s mission and vision;
  • Assist in the preparation and delivery of presentations for audiences comprised of elected officials, economic development professionals, business leaders, other non-profit advocacy organizations, etc.;
  • Assist with drafting various documents and materials such as the organization’s newsletter, social media content, letters to the editor, letters to elected officials, etc.;
  • Represent the organization at meetings;
  • Other duties as assigned.  In an office environment with a small staff, all personnel, including the Director of Policy and Programs, are asked to be flexible about covering various duties as they arise.

Qualifications:

  • Masters degree or commensurate experience in public policy, environmental science,  geography, urban planning, or related fields;
  • Familiarity with transportation and its connection with economic development, urban planning, and environmental issues;
  • Proficiency with Microsoft Office, particularly with word processing and spreadsheets;
  • Experience with advocacy campaigns, organizing, and coalition building is preferred;
  • Experience with data and quantitative analysis, particularly reviewing and analyzing budgets, is a plus;
  • Proficiency with social media such as Twitter and Facebook and web outreach is a plus.
