This position is located in Manhattan, NY.

Summary:

Under supervision of the Deputy Chief Diversity Officer, EEO & Title VI Compliance, this position is responsible for assuring compliance with federal regulations through auditing, monitoring, tracking, training and reporting the Authority’s compliance with Title VI of the Civil Rights Act of 1964, Environmental Justice and Limited English Proficiency requirements, and other related civil rights legislation and FTA issues. Administer, direct and coordinate the Authority’s Title VI and Limited English Proficiency plans. Additionally, the incumbent will develop federal and state regulatory reports, as well as internal reports for the Diversity Committee of the MTA Board, and provide data and other statistical information as per request from legal and other departments.

RESPONSIBILITIES:

  • Develop and administer the Authority-wide Title VI, Environmental Justice and Limited English Proficiency and plan/program(s).
  • Audit and monitor the administration of program policies, practices and procedures to ensure equity and nondiscrimination in the delivery of agency services, programs and benefits. Provide documentation for defense and make feasible recommendations when necessary.
  • Design, prepare, and revise reporting formats, procedures, and guidelines for the Title VI program.
  • Gather, analyze, and evaluate data about the composition of the agencies’ service areas to ensure equity and nondiscrimination to minority and low-income populations.
  • Assist in the preparation of reports or sections of reports, and perform related activities.
  • Ensure that participation of a cross section of various social, economic, and ethnic interest groups are represented in the planning process by disseminating program information to minority media and ethnic organizations and participating in meetings in predominantly minority communities. Visit planning meetings as well as public meetings to verify the level of participation of Title VI protected group members when offered in predominantly minority communities.
  • Provide advisory and consultative assistance to Agency personnel in the interpretation and implementation of all policies and procedures pertaining to Title VI, Environmental Justice and LEP Programs.
  • Review agency’s Title VI Equity Analysis to determine whether the proposed major service change or fare increase will result in adverse effects that are disproportionately borne by minority and low-income populations.
  • Track, measure and report the Authority’s performance relative to Civil Rights compliance according to FTA and other federally regulated reporting requirements.
  • Facilitate on-going training efforts to ensure MTA Authority’-wide commitment to its Title VI, Environmental Justice, Limited English Proficiency and diversity program objectives. Meet with employees, supervisors, executive staff, external transportation agencies and MTA Board members to explain the Title VI Program and respond to inquiries.
  • Investigate Title VI complaints and draft the recommended findings.  Recommend appropriate action based on findings or assist with negotiations on settlement of complaints, as appropriate.
  • Ensure compliance with existing and revised laws, rules, regulations, and policies governing the Title VI, Environmental Justice and LEP programs and assure that the agency’s program complies with them.
  • Review sub-recipients and other contracts to ensure non-discrimination. Develop training materials, make presentation and organize training session for Agency-wide personnel and sub-recipients on Title VI requirements.
  • Prepare a yearly report of Title VI accomplishments and goals.

QUALIFICATIONS:

  • Strong knowledge of Federal and State Law governing Title VI/Environmental Justice/Civil Rights programs and requirements.
  • Must possess excellent written, oral, group and interpersonal communication skills for coordinating collaborative efforts and maintaining effective working relationships.
  • Excellent project coordination skills and presentation skills required.
  • Strong PC skills are necessary with working knowledge of basic spreadsheets.
  • Must have the ability to multi-task and be self-directed, self-motivated and have the ability to prioritize and keep projects on task and on time.
  • A high level of technical expertise demonstrated through advanced problem solving, planning, investigative and analytical skills are critical for successful development and administration of ensuring compliance.
  • Requires local travel.
  • Must stay current on Title VI/Environmental Justice/Civil Rights regulations and laws.

EDUCATION AND EXPERIENCE

  • A Bachelor’s degree (or equivalent combination of education and experience) in Human Resources, Legal Affairs, Public Administration or any related field.
  • A minimum of 5 years of directly related experience in federal civil rights compliance.
  • Demonstrated experience in developing and implementing a Title VI/Environmental Justice/Civil Rights Program preferred.

SALARY

The salary range for this position is $71,572 to $89,465 per year, depending upon experience and salary history.

As an employee of MTA Headquarters, you may be required to complete an annual financial disclosure statement with the State of New York, if your position earns more than $91,821 (this figure is subject to change) per year or if the position is designated as a policy maker.

Chart of the Day – Exposing the intersection of obesity and poor infrastructure design/spending in the U.S.

This chart, via Jennifer Keesmaat, shows the important nexus between the infrastructure design and public health.. As evident from the chart, when it comes to building healthy communities the United States has a long way to go in catching up with their counterparts and the huge (no pun intended) disparity in % of obese people shows how unhealthy we are as a nation.

Spurred by this tweet, I went looking for data on healthcare spending in the US vs. other OECD countries. Sigh! The chart below shows how much we spend on health compared to other countries (slightly older data).  If we spent a few billion dollars on building more walking/biking/transit infrastructure instead of building more highways and encouraged more people to walk/bike/ride transit, may be we don’t have to incur such an expensive medical bills after all.  Despite all the evidence, our lawmakers seems to be favoring the highway lobbies (and the optics of ribbon cutting for new highways) but talk endlessly about healthcare spending every election cycle!

U.S health spending vs. other countries

Here is a snapshot of the US health spending, according to the OECD:

  • Health expenditure per capita: $8,713
  • Expenditure as a pct. of GDP: 16.4%
  •  Obesity rate: 35.3%
  • Life expectancy: 78.8 yrs

“Health spending in the United States (excluding investment expenditure in the health sector) was 16.4% of GDP in 2013, well above the OECD average of 8.9% and the next highest spenders – the Netherlands (11.1%), Switzerland (11.1%) and Sweden (11.0%). The share of GDP spent on healthcare has remained unchanged since 2009 and health spending growth has matched economic growth. The share of government spending in the United States as a share of total spending on health has increased from around 44% in 2000 to above 48% by 2013. Over this period there has been an increase in health coverage for the population – in 2006, Medicare Part D, a voluntary drug benefit programme for seniors and certain disabled persons was introduced.

New TRB Report “Shared Mobility and the Transformation of Public Transit” Looks at Shared Mobility in Seven Cities

A new TRB report, Shared Mobility and the Transformation of Public Transit examines the relationship of public transportation—including paratransit and demand responsive services—to shared modes, including bikesharing, carsharing, microtransit, and ridesourcing services. The research included participation by seven cities: Austin, Boston, Chicago, Los Angeles, San Francisco, Seattle and Washington, DC. The report’s conclusion sets out actions that departments, and other local and regional agencies—can take to promote useful cooperation between public and private mobility providers. It also suggests regulatory enhancements, institutional realignments, and forms of public-private engagement that would allow innovation to flourish while still providing mobility as safely, broadly, and equitably as possible (via FHWA)

The Emerging Leaders in Transportation fellowship program aims to enhance the toolkit of early-career employees to make transportation more efficient, effective and people-oriented.

In this competitive fellowship program, participants will learn from top transportation and management professionals to enhance leadership skills, communication techniques and policy work to bring innovative ideas into practice.

The 2016 program will take place on December 1 and 2. The agenda includes:

December 1:

  • A half-day leadership session, where emerging leaders will collaborate on long-term leadership goals
  • A behind-the-scenes visit to a major transportation facility for hands-on learning about industry goals and challenges
  • A networking reception with 2014 and 2015 Emerging Leaders cohorts

December 2:

  • A half-day leadership session focused on developing innovative projects and ideas within an organization
  • Lunchtime networking opportunities 

Discussion topics will include: leadership, innovation, communications, building support for innovation, and practical applications. Sessions will include talks from and with esteemed professionals and group discussions and exercises. Participants will develop plans to introduce innovative solutions or concepts within their workplaces.

  • The ability to manage complex projects on time and on budget.

Successful applicants will gain in-depth knowledge of transit policy and funding issues and will serve a key role in tracking and analyzing federal and state policy including legislation, policy and planning. The Policy Fellow will draft issue briefs, prepare presentations, as well as write policy memorandum, newsletter articles, web content and special reports for the Commission and its stakeholders. Specific activities include: supporting briefings of policy makers on key transit issues, analyzing legislation related to transit and the Commission, participating in the planning and execution of NVTC’s annual briefing of the General Assembly and NVTC Commission Meeting in Richmond in February, and staff support of the Executive Director. The responsibilities will include local travel and some evening commitments.

MINIMUM AND PREFERRED QUALIFICATIONS:

  • College graduates, graduate students or mid-career professionals
  • Bachelor’s Degree in policy, government, journalism, transportation planning, public administration, economics, policy or related area
  • Demonstrated interest in public transportation or transportation planning and policy development
  • Strong writing and analytical skills

Duration of the appointment is six months and is a renewable for six months. Priority will be given to applicants who can begin their fellowship quickly.

Fellowships are awarded to professionals with a strong understanding of transportation policy, finance and transportation funding and/or public outreach. Graduate students and mid-career professionals are encouraged to apply.

COMPENSATION:

The Fellow will receive compensation consistent with compensation guidelines of the Department of Rail and Public Transportation and will be eligible for transit benefits.
