Smart Growth America reviews the state of stimulus spending on transportation 120 days since rollout

Within the $787 billion stimulus bill that became law in February, Congress provided states and Metropolitan Planning Organizations (MPOs) with $26.6 billion in flexible funds for transportation projects. Today marks 120 days from the apportionment of the funds to the states.

Smart Growth America released a report today examining how well states have been spending these billions. As they say on the Smart Growth America blog today, not only did the money arrive in a time of economic recession, but “at a time of embarrassingly large backlogs of road and bridge repairs, inadequate and underfunded public transportation systems, and too-few convenient, affordable transportation options.”

So after 120 days, how have states done in addressing these pressing needs and investing in progress for their communities?

After analyzing project descriptions provided by states and MPOs, Smart Growth America found forward looking states and communities that used the stimulus money as flexibly as possible, repairing roads and bridges and making the kinds of smart, 21st century transportation investments that their communities need to support strong economic growth.

While some states proved excellent at investing wisely and making progress, most states failed to fulfill pressing transportation needs. Nearly one-third of the money, $6.6 billion, went towards building new road capacity. Only 2.8% was spent on public transportation, and 0.9% percent on non-motorized projects.

The Secretary of Transportation, Ray Lahood, in his daily blog noted that ARRA is working successfully across America. Some folks in the transportation community are not totally happy about how the money had been spent. Streetsblog points out that $6.6B in Stimulus Cash is spent on New Roads, Not Repair. It says:

Distressingly — but unsurprisingly — quite a lot is going to new roads rather than repair of existing ones. Of the $26.6 billion sent to states under a flexible transportation mandate, SGA found that $6.6 billion has gone towards building new highway capacity.

Only $185 million of the flexible stimulus aid has been used on transit and non-motorized transportation, which was given about $8 billionin separate funding as well.

One culprit behind this questionable use of taxpayer money, as SGA reports, is a theme at risk of repeating itself during the upcoming debate over broad transportation reform: the lack of accountability.

Most states and localities reported the projects they selected for stimulus aid only after the fact, allowing a privately run website to monitor the process much faster than the Obama administration.

But inconsistent reporting is just the beginning of the problem, as SGA points out in its report:

Most states failed to educate, engage, and seek input from the public before making decisions. … There is not a clear articulation of what project portfolios should accomplish, no methods identified for evaluating projects against these goals or against one another, and few repercussions for achieving or failing to achieve these goals.

SGA mined the stimulus itself, as well as comments by administration officials, to produce a list of nine goals that can be used to evaluate its transportation spending. But the lack of tangible consequences for not meeting those goals has left states free to spend at will, often focusing more on the report’s No. 1 objective (“create and save jobs”) than Nos. 5 (“improve public transportation”), 7 (“cut greenhouse gas emissions”), and 8 (“not contribute to additional sprawl”).

Interestingly enough, Senior White House adviser David Axelrod says the economic stimulus package has not yet “broken the back of the recession” but set aside calls for a second massive spending bill. Republicans, meanwhile, have called the spending under way a failure.

Some economists and business leaders have called for a second spending bill designed to help guide the economy through a downturn that has left millions without jobs. Axelrod said it’s too early to know if more spending would be needed or if the administration would seek more money from Congress.

“Most of the stimulus money – the economic recovery money – is yet to be spent. Let’s see what impact that has,” Axelrod said. “I’m not going to make any judgment as to whether we need more. We have confidence that the things we’re doing are going to help, but we’ve said repeatedly, it’s going to take time, and it will take time. It took years to get into the mess we’re in. It’s not going to take months to get out of it.”

Highways to nowhere: A (somewhat biased) review of seven most ridiculous new roads built with stimulus money

At a White House gathering last week, both Barack Obama and Joe Biden warned America’s governors not to squander stimulus funds on ill-conceived infrastructure projects. “Six months from now,” Biden said, “if the verdict on this effort is that we’ve wasted the money, we built things that were unnecessary, or we’ve done things that are legal but make no sense, then, folks, don’t look for any help from the federal government for a long while.”grand_parkway_east1

Nowhere is this warning more pertinent than in building new roads. The stimulus bill allocates nearly $30 billion in highway funds to the states and requires that put the money to use quickly. That’s a good thing when the money is being spent on smart construction, but it raises the danger that some bad projects will be rushed through, simply because the plans are ready to go (in some cases after being controversially fast-tracked by the Bush administration.) Misguided road building can encourage sprawl, make communities less livable, and devastate the local environment. We looked at shovel-ready new highway projects across the country that are either getting stimulus money or could potentially get some and found seven that, in Biden’s words, “make no sense.”

7. I-295 Loop in Fayetteville, NC – An 8-mile stretch of this freeway is slated to get $63 million for a construction start within the next few months. But it runs through rural land and is a recipe for the worst kind of sprawl. Meanwhile it would deprive the city center of economically valuable military traffic from Fort Bragg. So why are they doing it? Two of the key officials making the state funding list are from Fayetteville.

6. I-69 extension in Indiana – This 142 mile-long highway would cost an estimated $3.5 billion to build. Its effect on the sections south of Bloomington, where it will be built on “new terrain,” would be devastating to rural life in the area, with 400 families affected by the route’s construction and 2,800 acres of farmland paved over. More than 1,000 acres of forests would be cut down. There’s a better alternative that would cost just half as much.

5. Widening I-93 in southern New Hampshire – The plan to expand this overcrowded road from four lanes today to eight along a 20-mile stretch between Salem and Manchester would cost of $750 million. But it ignores what is common knowledge among transportation experts: building more lanes simply creates more traffic. A better alternative: a parallel existing rail line, neglected for years, would offer the area’s commuters a direct shot to downtown Boston.

4. I-66 in Kentucky – This $10 billion project is a disaster. The 420-mile route lies directly between I-64 and I-40, which are only three hours apart. In this rural area, a freeway simply isn’t necessary as there is little traffic on existing roads. And since neighboring states have abandoned work on connecting segments, meaning that the highway would effectively dead-end into local roads at both ends. But the the most dire effects would be on the environment: The road would tear through the Appalachians and the Daniel Boone National Forest.

3. Grand Parkway in Houston, Texas – At 184 miles in length and a projected cost of $5.1 billion, Houston’s fourth outer loop a world-class boondoggle. A 14-mile stretch of the corridor, funded by $181 million of stimulus money, would destroy some local prairie and parkland. The nonprofit group that is pushing the road, is made up major land developers, who see a profitable new frontier for exurban sprawl.

2. Intercounty Connector in the DC suburbs of Maryland – Former governor Parris Glendening thought this highway project would be an environmental disaster. But the 18 mile, $3 billion road seems to be going ahead, to the detriment of Maryland’s ability to fund other transportation projects, like a much-needed new light rail lines in Baltimore. Worst of all, the highway won’t even be much of a help in clearing the traffic on Washington’s infamously congested Beltway–its net effect would be to increase the number of miles traveled by Marylanders in their cars.

1. I-65 Downtown Bridge in Louisville, Kentucky – This $4.1 billion project would create a 24-lane monstrosity along downtown Louisville’s waterfront, eparating the city center from the Ohio river and cutting into a brand new park. Approximately 100 residential properties and 30 businesses would be taken for the project, and the enormous, ugly interchange of the three roads would loom above downtown. A much simpler and cheaper plan would open up the downtown waterfront and allow the for the construction of an attractive boulevard like San Francisco’s Embarcadero.

A detailed report titled, “Spending the Stimulus: How Your State Can Put Thousands Back to Work by Jumpstarting a 21st Century Transportation System” published by Smart Growth America (you can find the full report here) illustrates the breadth of investments that a state can make with the STP funds it receives through ARRA, by outlining 20 project types in 5 main categories, and providing an example for each.

The website says “Smart Growth America is launching an immediate, six-month campaign to support our state partners in shaping stimulus spending and state DOT budget decisions. The need and opportunity are clear. States and DOTs, asked to develop lists of “ready to go” projects, have developed lists that consist almost entirely of road and other conventional projects. Without this campaign, the stimulus money will likely fund destructive road expansion projects rather than providing a down payment on a clean, green transportation infrastructure for the 21st Century.

This campaign aims to:

  1. Influence how state DOTs and governors spend the substantial amounts of money they receive from the federal government,
  2. Hold the state DOTs and governors accountable on the stimulus spending; and
  3. Increase the capacity of state advocacy groups for subsequent state, local, and federal campaign work.”

Wall Street Journal’s Interview with Transportation Secretary Ray LaHood

Rupert Murdoch is on my drivewayPresident Obama and Vice President Biden spoke with Transportation Secretary Ray LaHood Tuesday at Transportation Department headquarters, where they announced the first batch of stimulus funds getting distributed. In an interview with The Wall Street Journal, Mr. LaHood talked about spending stimulus money wisely, his opposition to an increase in the gasoline tax, new fuel emission standards and more. Below are edited excerpts from the interview.

The Wall Street Journal: What’s being done to ensure that the $48 billion going to transportation projects in the stimulus bill is spent wisely?

Mr. LaHood: Our people are in touch daily with these DOT secretaries. We generally, having worked with them for years and years and years, know what is fundable. It really falls under two categories. Projects that were started and then stopped because they ran out of money, and something that’s been sitting on a shelf in a DOT office because they didn’t have the money to fund it. Some of these, like the one we announced today (a road repaving project in suburban Maryland), have been in process…These are projects that these folks have known about and have been talking about for some time. This isn’t something brand new that’s been sprung up on them…I don’t think you’re going to see something weird pop up…It’s pretty traditional stuff. It really is.

WSJ: Are you concerned when you hear squabbles between mayors and governors over how to spend the stimulus money?

Mr. LaHood: [Cities] are concerned that 70% of the money is going to the states and they’re only going to get 30%…These disputes, look it, they’re going to take place….In the end, I’m not going to be able to change the idea that 70% of this is going to the states and 30% are going to them. I tried to make a case for them. But the way it’s designed here…it is what it is.
