Ultimatum Issued: Gov’t rejects automaker restructuring plans, new deadlines set

President Obama has just finished his press conference on the government’s determination of the viability of General Motors and Chrysler, and the gist is that both automakers have failed to convince the feds that their business plans deserve further investment. Obama and his task force will give GM enough working capital to survive another 60 days and prove its viability, though no dollar amount was given. Chrysler, meanwhile, is being given another 30 days and working capital up to $6 billion to finalize a partnership deal with Fiat. If a deal can’t be made and another partner is not found, Chrysler will get no more federal aid. Also, Fiat won’t be allowed to take a majority stake in Chrysler until the automaker repays all the money it has borrowed from the government so far. 

Perhaps the biggest news from the press conference is that the U.S. government will now fully back the warranties on vehicles sold by General Motors and Chrysler in the hopes that buyers will continue to consider their products amidst these tumultuous restructuring efforts. Also, the President has pledged to work with Congress to find funds to pay for a U.S.-version of the Cash for Clunkers program that has been so successful in Germany. 

BREAKING NEWS Report from WSJ: The Obama administration’s leading plan to fix General Motors Corp. and Chrysler LLC would use bankruptcy filings to purge the ailing companies of their biggest problems, including bondholder debt and retiree health-care costs, according to people familiar with the matter.

GM chief out in bailout shakeout

Rick Wagoner forced out of top spot as Obama administration moves to overhaul automaker.

General Motors CEO Rick Wagoner announced his resignation early Monday as the Obama administration gave automakers failing grades for their turnaround efforts.

White House and GM sources had told CNN Sunday that Wagoner would resign as part of the federal government’s bailout strategy for the troubled automaker.

“On Friday I was in Washington for a meeting with Administration officials. In the course of that meeting, they requested that I ‘step aside’ as CEO of GM, and so I have,” Wagoner said in a statement posted to the GM Web site.gm_chrysler_chart2.gif

He is being replaced by GM’s president and chief operating officer, Fritz Henderson. Kent Kresa will serve as interim chairman.

“Having worked closely with Fritz for many years, I know that he is the ideal person to lead the company through the completion of our restructuring efforts. His knowledge of the global industry and the company are exceptional, and he has the intellect, energy, and support among GM’ers worldwide to succeed,” Wagoner said.

Government’s Auto Task Force is hiring, looking for Wall Street experience

Curious what it takes to be a member of the recently-created Auto Task Force? Thanks to an email sent out by Harry J. Wilson, a newly-hired Task Force worker, there’s no need to wonder. Some knowledge of the auto industry would reportedly be helpful, though prospective applicants and their family members cannot currently own any stock in the Detroit automakers or serve on any of the D-3’s boards of directors. Would-be applicants would also need to be “sufficiently intellectually and professionally nimble,” whatever that means, and have 8-12 years of experience on Wall Street.
According the Detroit News, the source of the Autoblog article,   “Harry J. Wilson, a new member of the task force, recently sent an e-mail that circulated on Wall Street, seeking applicants for up to four jobs on the autos team. The task force’s findings will help chart the government’s role in the future of the U.S. auto industry.  That message said the team was looking for up to two hires in each of two job categories: principal/vice president level and associate/analyst level. Candidates should have eight to 12 years experience and be “sufficiently intellectually and professionally nimble.” The analyst would have “the same skills,” with less experience.

“Our team is quite small,” said Wilson, formerly of Silver Point Capital and the Blackstone Group, in the March 13 e-mail obtained by The Detroit News. “The work is incredibly intense. The amount of work is massive, the timelines are tight and the level of focus is also very high.”

US Treasury offers $5 billion financing plan to aid struggling auto suppliers

The Obama administration announced today a $5 billion financing plan to aid struggling auto suppliers, the first move by the president toward a broader rescue of the U.S. auto industry.

The Supplier Support Program will use a trickle-down method of funneling the money through Detroit automakers to their direct suppliers. General Motors Corp. and Chrysler LLC will take part, but Ford Motor Co. has yet to decide whether to participate.

The Treasury Department said the program was not meant to save every firm, saying that “the failure of certain suppliers is a natural, albeit painful, part of the business cycle.”

“But as the restructuring process moves forward, the Administration is committed to helping stabilize the industry, protect American jobs, and give consumers the confidence and the means to purchase cars,” the Treasury said in a statement.

Michigan lawmakers hailed the plan. Rep. Sander Levin, D-Royal Oak, said the program was a “valuable first step.” Sen. Debbie Stabenow said the plan was “a very significant sign that they understand the importance of suppliers, and they want to help.”

With industry analyst firm Grant Thornton predicting last week that up to 500 U.S. auto suppliers are on the brink of failure, rescuing the auto supply chain had risen to the top priority for the Obama administration’s auto task force. The weakest U.S. sales in four decades triggered massive cuts in production over the past few months, leaving suppliers struggling for cash.

Hybrid cars sales in the US are falling at a ‘breakneck pace’

Despite the US government’s determination to increase efficiency standards and become energy independent, hybrid cars sales in the US are falling at a ‘breakneck pace’ – even faster than overall car sales, reports the LA Times:

Last month, only 15,144 hybrids sold nationwide, down almost two-thirds from April, when the segment’s sales peaked and gas averaged $3.57 a gallon. That’s far larger than the drop in industry sales for the period and scarcely a better showing than January, when hybrid sales were at their lowest since early 2005.

In July, U.S. Toyota dealers didn’t have enough Prius models in stock to last two days, and many were charging thousands of dollars above sticker price for the few they had.

Today there are about 80 days’ worth on hand, and dealers are working much harder — even with the help of $500 factory rebates — to move the egg-shaped gas-savers off lots from Santa Monica to Miami.

The gist of the story is even though hybrids are more expensive and therefore less attractive to consumers in these recession-bound times, car makers are compelled by government regulations to continue developing them. Hybrid cars are not particularly profitable for the industry either; Toyota only recently began to turn a profit on its Prius.

AASHTO: Budget Change Could Cripple Multi-Year Transportation Contracting Leaders Warn

In a letter this week which commended President Barak Obama for his “expressed support for significant increased investment in transportation infrastructure,” eight major transportation and construction organizations also warned the President that a proposal contained in the Administration’s budget request to eliminate multi-year contract authority, “would undermine the very fabric of the financing mechanisms” for transportation at the very time that the nation is looking to transportation investments to help rebuild the economy.

Contract authority is a little-known budget keeping mechanism which allows states to plan and execute projects that take several years for completion. It is based upon the fact that transportation programs are funded by dedicated user fees, such as the motor fuel tax, rather than by annual appropriations. The contract authority solution for multi-year capital investment was first enacted in 1956 for highways and later extended to transit and aviation.

In a letter to President Barack Obama, the transportation leaders state, “The predictability that contract authority provides is essential for states and local governments to make long term commitments to major transportation investment projects. In 1998 with the passage of the TEA 21 legislation, Congress recognized this unique budget situation and established funding guarantees tied to the trust funds.”

Omnibus bill terminates Bush administration program to give Mexican trucks wider access to U.S. roads

Wide access to U.S. roads granted to Mexican trucks in NAFTA would be terminated. Critics cite safety concerns, but a spokesman for the Mexican Embassy calls it ‘protectionism, plain and simple.’

Congress has hit the brakes on a Bush administration program to give Mexican trucks wider access to U.S. roads, putting President Obama in the middle of a politically sensitive trade dispute.

A $410-billion spending bill that passed the Senate on a voice vote Tuesday would end funding for the cross-border trucking program, one of the most contentious issues to arise out of the 1993 North American Free Trade Agreement.  The House approved the spending measure last month.
Critics of the cross-border program — including the Teamsters and lawmakers from both parties — have expressed concern about the safety of Mexican trucks.

Obama administration works on U.S. fuel rule

WASHINGTON — Even as his administration moves toward allowing California and other states to set limits on vehicle fuel economy, President Barack Obama has begun crafting a new national standard that will likely supplant the states’ efforts.Hello again, cheap gas

The moves would allow the president to fulfill a campaign promise to let the California limits take effect while addressing the chorus of concerns from a financially beleaguered U.S. auto industry about meeting a so-called patchwork of state-level greenhouse gas controls, in addition to federal fuel economy rules.

The rules are different but the effect is similar — greater fuel efficiency from vehicles leads to reduced emissions.

The administration has raised the idea for a national limit as part of its talks with Detroit automakers and suppliers for additional aid, an administration official said Wednesday.

“The president believes that one national policy for autos would provide the industry with certainty while achieving our environmental and energy independence goals,” the official said, speaking on condition of anonymity.

The California rules would have little immediate effect on automakers if adopted, but the standards would toughen annually through 2020.It´s the economy, stupid!

Wall Street Journal’s Interview with Transportation Secretary Ray LaHood

Rupert Murdoch is on my drivewayPresident Obama and Vice President Biden spoke with Transportation Secretary Ray LaHood Tuesday at Transportation Department headquarters, where they announced the first batch of stimulus funds getting distributed. In an interview with The Wall Street Journal, Mr. LaHood talked about spending stimulus money wisely, his opposition to an increase in the gasoline tax, new fuel emission standards and more. Below are edited excerpts from the interview.

The Wall Street Journal: What’s being done to ensure that the $48 billion going to transportation projects in the stimulus bill is spent wisely?

Mr. LaHood: Our people are in touch daily with these DOT secretaries. We generally, having worked with them for years and years and years, know what is fundable. It really falls under two categories. Projects that were started and then stopped because they ran out of money, and something that’s been sitting on a shelf in a DOT office because they didn’t have the money to fund it. Some of these, like the one we announced today (a road repaving project in suburban Maryland), have been in process…These are projects that these folks have known about and have been talking about for some time. This isn’t something brand new that’s been sprung up on them…I don’t think you’re going to see something weird pop up…It’s pretty traditional stuff. It really is.

WSJ: Are you concerned when you hear squabbles between mayors and governors over how to spend the stimulus money?

Mr. LaHood: [Cities] are concerned that 70% of the money is going to the states and they’re only going to get 30%…These disputes, look it, they’re going to take place….In the end, I’m not going to be able to change the idea that 70% of this is going to the states and 30% are going to them. I tried to make a case for them. But the way it’s designed here…it is what it is.

Tough Test Emerges as Administration Aims to Bolster Automakers, Cut Pollution

In the viability plans General Motors and Chrysler submitted to support their federal aid requests, the companies pledged to try to meet new fuel economy standards. 

GM said that within six years its cars would average 38.6 miles per gallon. Chrysler proposed 35.4 mpg.WARNING : Oil Addiction - causes climate change, funds violent extremism, damages health, reduces wealth!Pollution!

Yet whether those levels will be enough to meet new federal fuel efficiency standards is unknown because even as the Obama administration is trying to revive the American car industry, it is simultaneously drafting tougher fuel economy standards of the kind that many in the industry had said were bad for business.

If the administration opts for tougher rules, it could make its own auto rescue efforts more expensive and more complex.

Balancing the two goals — saving the industry and the environment — has emerged as a test of the administration’s aims. And the decisions the president’s auto task force must make in the coming weeks give it broad leverage to shape not only the industry’s finances but its product lines.
