NYCT Department of Subways is seeking talented and ambitious individuals to join a dynamic team within their Performance Analysis Unit (PAU) and Expense Analysis Unit (EAU).  PAU is a new internal consulting group for the Department of Subways.  This unit will support various Subway Operating Divisions and improve performance by designing and conducting analyses to identify trends and root causes.  EAU provides financial support to the Department of Subways. This team prepares, allocates and presents the Department of Subways $3.8 billion operating budget. Job Description:

The selected PAU candidate will coordinate agency wide performance initiatives, monitor and track status, evaluate effectiveness, and make recommendations.  The incumbent will seek out relevant data from across NYC Transit, make inquiries of Operating Division managers, and perform other fieldwork.  The selected candidate must develop a solid understanding of operations and become an expert on various subway performance metrics.  In addition, the individual will set up workflows to populate Subways central performance database with current and historic information from data stores across the agency.  The analysts may design and automate performance reports, and periodically disseminate data via reports, dashboards, slideshows, videos, and web-based tools for Operating Divisions.

The selected EAU candidate will be required to thoroughly understand the unique operations of each Subways Division and their fiscal needs through meetings, research, and field visits.  Working closely with the Operating Divisions, the selected candidate will respond to funding requests and reduction targets through analytic efforts to determine the most appropriate and cost efficient means of meeting stated objectives.  The analysts will be involved with functions pertaining to budget development, variance analyses, overtime analyses, and forecasting models, as well as work outside their core area in an effort to creatively problem solve and to support the success of the Unit as a whole.

Qualifications:

  1. Assistant Transit Management Analyst I / II – A Bachelor’s degree from an accredited college in Business/Public Administration, Public Policy, Transportation Planning, Urban/Planning studies or a related field and two (2) years of full-time related experience.
  2. Associate Transit Management Analyst – A Bachelor’s degree from an accredited college in Business/Public Administration, Public Policy, Transportation Planning, Urban/Planning studies or a related field, and three (3) years of full-time related experience, of which one (1) year must have been in the transportation industry; or
  3. Satisfactory equivalent of education and experience.

Desired Skills:

  • Experience and strong interest in rapid transit design and operations
  • Works creatively and independently
  • Organized and able to manage multiple projects
  • Skilled with project management methods and systems
  • Familiarity with analyzing large data sets
  • Proficient with MS Excel, including pivot tables, lookup/index functions, and VBA macros
  • Adept with MS Word, technical writing, and data analysis narratives
  • Understanding proficient with MS PowerPoint and graphic presentation skills
  • Experience with regression analyses and basic statistical concepts
  • Proficient with MS Access and/or other relational databases and querying languages
  • Knowledge of database design and maintenance; integrating/consolidating existing databases
  • Basic understanding of computer programming and web development
  • Familiarity with dashboards and visual presentation of data

Job Alert: Principal Transportation Planner (Ops. Planning Division) – MTA @ New York City

MTA-NYCT is hiring a Principal Transportation Planner in the Operations Planning Division. Applications are due by May 5, 2014.

The position will be responsible for helping to plan long-term changes to the NYC bus route network.  The incumbent will develop and maintain a database of service and ridership information for planning purposes, prepare reports recommending new or restructured bus routes and services, including ridership projections, customer and operations impacts, and operating costs.  The position may also assist in the analysis and management of various long-range planning studies, such as Alternatives Analyses and Environmental Impact Statements and coordination with other NYCT departments, other MTA agencies, and external contacts.  The successful candidate is expected to do field work throughout New York City and to represent NYC Transit at public meeting, sometimes not during normal business hours.  A NYS driver’s license is required for this position.

Education & Experience:

Bachelors degree in Engineering, Urban Studies, Geography, Transportation Science, Urban Planning, Economics, Business, Public Administration, Political Science or related field and five years of full time paid experience in transportation operations planning, schedule or operations.

Desired Skills:

Excellent writing, communication and graphics presentation skills, proficiency in technical writing and data analysis are required.  Knowledge of the New York City Transit system and New York City are highly desirable.  Previous experience in transportation planning for a large, multimodal transit agency is highly desirable.  Knowledge of transportation planning software such as TransCad, ArcView, MapInfo and Auto-Turn.

If the centuries old New York City Subway can do this, why not in DC’s relatively new and modern subway system? That would make many commutes productive and possibly serve as an incentive for region’s drivers to shed the cars and take the trains to work. I can’t imagine a better town than DC for adopting this technology, because on any given day we have more folks commuting with their Laptops, iPods, iPads, e-readers, etc. It is a shame that we still can’t get the cellphones to work inside the tunnels for more than one carrier.

With the days of paid Wi-Fi clearly numbered, what business models are there for transit agencies and wireless service provider partners to consider? In the first part of several installments, this week we’ll look at Transit Wireless LLC, which is rolling out wireless networks in New York’s extensive subway system.

In 2007, the New York City Transit Authority (NYCTA) awarded a 10-year communication infrastructure contract to Transit Wireless LLC — a conglomerate of construction and wireless companies — that would bring mobile phone and Wi-Fi service to the 277 stations within the city’s subway system. NYCTA’s parent, the Metropolitan Transportation Authority, approved the contract in September 2007 but did not give the official notice to proceed until July this year. The project stalled due to lack of sufficient funding, but was restarted after financing was provided by Broadcast Australia, a Sydney-based multinational that also installed wireless in Hong Kong’s subway. Broadcast Australia, in turn, is controlled by the Canada Pension Plan Investment Board in a convoluted chain of ownership. Under the terms of the original 2007 deal, the NYCTA would earn in excess of $45 million from an estate lease over the 10-year term; Transit Wireless will cover all network construction costs and generate revenue from mobile carriers such as AT&T, Sprint and Verizon, who would provide cellular service over the Transit Wireless network.

The whole roll-out is expected to cost around $250 million including the payments to the NYCTA; work will commence on the first six stations in Manhattan by September, with live service expected in all six within two years. The remaining 271 stations will be completed within the next six years, although a spokesman for Transit Wireless stated that up to 15 stations a month could be outfitted during the rolling program. Phone and Wi-Fi coverage will be available only in the stations, on platforms and part-way into adjacent tunnels; the contract does not stipulate contiguous coverage throughout the subway system. In addition to consumer services, the Transit Wireless solution will serve public safety organizations by providing the source of a cell phone’s signal within a station, improving incident response times.
