UK’s High Speed 2 Fleshed Out – Rail line could be up and running by 2021

The United Kingdom, despite its intense population concentration and relatively straight-shot connection between its biggest cities, has yet to invest in a major high-speed program, unlike its peers in France, Spain, and Germany. Beginning late last year, however, the Conservative Party, under leader David Cameron and shadow Transportation Minister Teresa Villiers, began pressuring the Labour-controlled government to begin planning a high-speed rail link between London and Manchester, via Birmingham, as a replacement for the planned third runway at Heathrow airport. Plans to route the line through the airport to allow easy connections to flights were incorporated into the proposal almost immediately.

Though in January Labour did approve the runway at Heathrow as a way to relieve the significant congestion there, the U.K.’s ruling party has come to see a high-speed rail program as politically advantageous – especially as Mr. Cameron’s party has risen in popularity in recent years. It’s not surprising, then, to see Lord Andrew Adonis, the nation’s Minister of State for Transport, endorsing the line’s approval by early next year, before the next general election. With support from both major parties, the line is unlikely to face major opposition – and will likely get government funding as soon as its route has been finalized.

The map above illustrates the general consensus on the routing of the full route (in red). Running northwest from London, the line would hit Birmingham and then Manchester, before heading north to Leeds, Edinburgh, and Glasgow. A spur line from Manchester to Liverpool is likely, and, if conservatives and engineering company Arup get their way, the line would be routed through Heathrow Airport before extending north. Planning on the service has begun by a company called High Speed 2; the name is a reference to High Speed 1, the company that completed the Channel Tunnel Rail Link in 2007 (in black on the map above). High Speed 1 carries Eurostar trains from London to Paris and Brussels in 2h15 and 1h50, respectively, down 40 minutes from pre-construction travel times.

Londoners receive new marching orders — pedestrians will have to walk faster under Mayor Boris Johnson plan

Pedestrians will be made to walk faster on crossings under a plan favouring motorists that Boris Johnson, the Mayor of London, has proposed.

Digital signs that count down the seconds until cars get a green light would be introduced at 6,000 sets of lights. Those on foot will lose up to six seconds of crossing time during each phase.

The signs are part of the mayor’s plan to give more green time to traffic at the expense of pedestrians. He hopes that pedestrians will either speed up as they see the countdown approaching zero or, if they are slow walkers, wait at the kerb for the next green man phase.

Mr Johnson hopes that the extra green time will smooth the flow of traffic and help to cope with the increase in cars expected next year when he halves the size of the congestion charge zone.

People used to having a certain time to cross at their local lights may suddenly find themselves halfway across the road as the traffic starts to move. The number of green man phases each hour will also fall. Road safety groups fear this will lead to more jaywalking and more collisions.

Mr Johnson has asked the Department for Transport for permission to install the country’s first pedestrian countdown signs. Other authorities are interested in the technology, used in many cities abroad, including Copenhagen, Los Angeles and Singapore. In Taipei and Istanbul, the green man walks faster shortly before the lights change, encouraging pedestrians to mimic him and increase their pace.

Abandoned gas stations in London may be getting new, greener leases on life later this year. Evoasis has announced plans to begin converting the former fuel depots into Upstart-branded fast charge stations for electric-powered vehicles. This first one will be located onGrosvenor Road and will offer 12 charging points, each equipped with enough electron juice to allow for a 20-minute charge, depending on the size and chemistry of your battery. The stations will having lounge areas to hang out in and enjoy purchased food and coffee. We hope to God imagine they will also supply Wi-Fi as well.

The Government has rejected pleas from the operators to ignore pricing rules as deflation looms.

Although the decision will be welcomed by commuters, it is likely to result in operators cutting services and jobs and raising prices on other fares. Those operators that are already struggling financially could be forced to surrender their franchises and large chunks of the railway could be nationalised temporarily.

The companies had argued that the formula — which says that fares will rise by 1 per cent above the retail prices index each January — was not designed to cope with deflation. Each stands to lose millions of pounds from January 2010 when commuters renew their season tickets.

London Underground Chief of Rail Upgrade Resigns

Tim O’Toole, who ran the London Underground for six years and oversaw the railway’s multibillion- pound upgrade, plans to step down.

O’Toole, 54, a lawyer from Pittsburgh and former chief executive ofConsolidated Rail Corp., will leave Transport for London in April and return to the U.S., the agency said in an e- mailed statement today. A successor hasn’t been picked.

O’Toole supervised the largest investment since World War II in the 146-year-old railway, the aftermath of terrorist attacks on city trains in 2005 and the collapse of the railway’s biggest contractor, Metronet. The railway, which struggled to keep pace with increasing demand, has improved performance since 2005.

“After six years in London it is time to go home,” O’Toole said in the statement. “I am particularly proud that London Underground employees have achieved record operating results and all-time high levels of customer satisfaction in this past year.”

British train travel among Europe’s most expensive

LONDON (AP) — Board a train in London, and in 2 1/2 hours you can be in Paris, City of Light — or in Manchester, city of gray skies and grit.

It frustrates many travelers that sometimes the trip to Paris is cheaper. Advance fares to the French capital on the high-speed Eurostar train start at 59 pounds ($85), 7 pounds ($9) cheaper than a standard off-peak return to the city in northwest England.

A major report released Thursday provided more fuel for passenger complaints, finding that train travel in Britain is expensive, frustrating and confusing.

The government-commissioned study found that British rail journeys are among the highest-priced in Europe, while passengers find the country’s Byzantine fare structures baffling.

The report by watchdog group Passenger Focus said the same train could contain passengers who had paid 150 pounds ($215) for a ticket and others who paid just 10 pounds ($15). It said the structure of long-distance train fares was “complicated and not logical.”
