Training Opportunity: Open for applications – Building Leaders in Urban Transport Planning course

The World Bank and EMBARQ Mexico – in collaboration with TransMilenio S.A. – will host the third annual “Building Leaders in Urban Transport Planning” course, which provides tools for systematic integrated mobility planning, corridor management, public transport planning evaluation alternatives, governance, finance, and public-private partnerships – all of which are key issues facing Latin American cities and cities worldwide. The course will use a hands-on learning approach, making extensive use of case studies, group exercises, and site visits – all aimed at highlighting linkages between the various components of the urban transport system. The deadline to apply to the course is January 9, 2015.

The event is part of the World Bank’s “Leadership in Urban Transport Planning” (LUTP) capacity building series, which develops leadership, awareness, and implementation strategies for urban integrated mobility planning. It is designed specifically for senior level decision makers at the national, provincial or city level – those who have a responsibility for urban transport at the policy making level, rather than a purely technical level. Academics, consultants, and other members of civil society are also encouraged to apply.

The Building Leaders in Urban Transport Planning course will consist of two parts. The period from January 19 to February 21, 2015, will be devoted to self-study, covering topics in land use and transport planning, and incorporating the environmental and social issues of urban transport planning. Participants will then partake in a seven-day hands-on workshop from February 22 to February 28 in Bogotá, Colombia – a city with a track record of leadership in sustainable urban transportand development. Following the workshop, participants will also have the option to partake in a six-month mentoring program to provide advice and guidance as participants work on city-level projects.

Argentina Says Ni Hao! China Splashes $10B in Argentina’s Rail and Subway Projects

China and Argentina have agreed to invest about $10 billion over several years to renovate the Latin American country’s dilapidated railway system and build a subway for its second-largest city. Funds come from the China Development Bank and will require a 15% match from the Argentinian government.

The $10B breaks down as follows:

Argentina will receive $4.35 billion to renovate three freight railroad lines, including $1.85 billion to improve conditions on the Belgrano Line, which links the country to Bolivia and is an important link for the nation’s agricultural producers.  Argentina’s once-extensive rail network was largely dismantled during the privatisations of the 1990s. But as agricultural output soars, farmers and grain elevators — who send more than 80 percent of grains by costly road transport — have been calling for investment to revive the railways.

Road transport costs about 7 U.S. cents per tonne per kilometre in South America’s No. 3 economy — about twice the cost of rail cargo and four times what it costs to transport grains by boat, according to the grains exchange in the country’s biggest agricultural port, Rosario.

More than four billion dollars for the improvement of the Buenos Aires Subway and the creation of a four-corridor Metro in Cordoba — projects.

China in recent years has been dipping into its deep pockets to fund infrastructure projects in poor and emerging economies that bolster relations and often further Beijing’s own economic goals by helping bring goods and raw materials to market faster.  I’d not be surprised if the Chinese are looking to export their rail technology to not just the developing parts of the world but also to advanced economies such as the USA.  The world better learn fast how to say Ni Hao!

Following New York City and Bogota, City of Buenos Aires Launches Car Free Sunday; Porteños (a.k.a. city residents) Rejoice & Reclaim Public Spaces Lost to Motor Vehicles

Imagine one of the largest and iconic avenues in Latin America entirely closed to motorized vehicles with children playing happily. On a recent Sunday morning in Buenos Aires on Avenida 9 de Julio and other major streets, where thousands of porteños—as the city residents are called—could be seen exercising, rollerblading, cycling and strolling down streets that are normally clogged with smelly, noisy and dangerous cars and trucks. Following other cities such as BogotáSantiago and more recently New York City, the Argentine capital closed major thoroughfares to motor vehicles so residents could enjoy the first-ever Car Free Sunday.

The City of Buenos Aires decided to launch the car-free event despite forecasts of low temperatures for June (approx 5° C, 41° F). Starting in the hip neighborhood of Palermo and stretching over 20+ kilometers, streets and avenues were exclusively designated for walking, riding bicycles and rollerblading. Porteños showed up in droves, enjoying the city’s newly reclaimed public spaces—the streets.

The circuit connected the stately parks of Palermo with 9 de Julio Avenue to the middle-income neighborhood of Boedo in the south. Citizens could choose to participate in a variety of activities organized throughout the day like exercising to techno-music in front of the iconic Buenos Aires obelisk, rollerblading with the entire family, renting a bike from “La Bicicleta Naranja,” playing soccer or just strolling around with the kids.

The Municipality of Buenos Aires also engaged in another initiative to increase bicycle use and promote high-quality public spaces by developing a Bicycle Master Plan. The proposed bike network will link the 3 main train stations of the city to the downtown business district, as well as some of the most important Universities. Irala Street will have the first cycle lane and will be a model for other cycle lane developments. Physical segregation from cars, new signaling and detailed design will reduce conflicts and encourage everyone to start riding their bicycles.
