The employee serves under the Director of Program Administration for the Central Federal Lands Highway Division (CFLHD). Federal Highway Administration (FHWA), in Lakewood, Colorado. The CFLHD is responsible for the program administration of the Federal Lands Highway Program (FLHP) and the design and construction of transportation system projects on Federally-owned lands in 14 States covering the central, western, and southwestern United States. Possessing the same level of authority as other CFLHD Branch Chiefs, the employee has the authority and responsibility for the management of day-to-day activities to ensure that a broad range of financial management and administrative services are provided throughout the Division. In this capacity, the employee maintains constant awareness of the status and effectiveness of associated programs, processes, procedures, and practices, and is thereby required to formulate, determine or influence Division level policies.

The ideal candidate for this position would be an experienced career professional who is collaborative, mission focused, has an excellent skill set in working with employees, and has experience in delivery of the Federal Highway Programs and demonstrated experience with assuring the accuracy and integrity of financial analysis, reporting, disclosure, internal controls and management information systems. The candidate would also have experience providing day to day leadership for up to 20 employees with financial and other administrative duties and successfully managing a $150 to $ 200 million annual program of obligations. The ideal candidate will possess experience in managing financial goals and objectives and ensuring financing of programs are carried out as planned. The candidate will also have demonstrated ability in overseeing and managing program funding obligations, Overhead budget expenditures and forecasting reporting to management.

As a Supervisory Administrative Program Coordinator, you will:

  • Develop, promote, and provide direction on policy and guidance for the sound financial management of funding used in delivering the Federal Lands Highway Program. In this capacity. the employee represents CFLHD, FLH, and FHWA in making commitments on the development and adoption of improved accounting practices. procedures, financial management reporting systems. and other financial management matters, as well as coordinating key financial management and administrative policy issues.
  • Serve as a member of the Division Leadership Team for national and Division-level strategic planning and direction for Division-wide goals and needs in alignment with those for Federal Lands Highways (FLHP), FHWA, and USDOT.
  • Serve as the Division’s lead advisor in developing and implementing sound processes, principles and practices related to CFLHD-wide budget development, execution, management, monitoring/tracking, and reconciliation for General Operating Expense (GOE).
  • Lead the development, implementation, and maintenance of financial and accounting systems for service areas (e.g., equipment depot, materials test laboratories, and reimbursable projects) to reflect cost of operations and equitable distribution of cost to clients and partnering agencies.
  • Be responsible for ensuring that technical reports, memorandums. and responses to financial requests and inquiries are prepared in a timely manner.
  • Be responsible for regularly consulting with the Division Engineer, Directors and other key staff with respect to administrative management issues arising in the Division’s overall responsibilities within assigned program areas. These issues are often complex, requiring sound decisions and solutions that conform to all applicable legal, regulatory and policy requirements, including Department of Homeland Security (DHS) regulations, policies, and guidelines.

GENERAL CHARACTERISTICS

NCSL’s Transportation Program is seeking a Research Analyst II or a Policy Associate to perform legislative research, analysis, writing and program planning. This person will assist with providing quality, unbiased information to state legislators and legislative staff through publications, legislative tracking, meetings and other efforts. The Research Analyst II/ Policy Associate will answer information requests from state legislators, legislative staff and other policy stakeholders on transportation issues
such as revenues for infrastructure, public transportation, aviation, ports and waterways, driver’s licensing, commercial vehicles, traffic safety and other transportation topics.

The Research Analyst II/Policy Associate will also update online bill-tracking databases, draft publications, coordinate meetings, give presentations, compile and summarize legislation, and complete research for program projects including publications, NCSL meetings and off-site trainings and presentations . This professional position requires demonstrated competence in research, writing,
communication, public policy and analytical skills. This position is funded for one year from outside grants and contracts and continuation of the position is subject to the acquisition of additional grant and contract funding.

RESPONSIBILITIES AND EXPECTATIONS

Typical duties may include some or most of the following:

1. Collects, monitors and analyzes data on legislative actions and state and federal programs using  a range of research skills including legal research, original surveys, in-depth interviews and specialized library resources.
2. Prepares prompt, concise and accurate written responses to legislative requests for information.
3. Under supervision, plans programs and organizes background materials in closely related subject areas for research projects, meetings, conferences and technical assistance workshops.
4. Plans, researches and writes for newsletters, issue briefs, short research reports or articles though most written products are subject to close review and editing by more senior staff.
5. Provides substantial content management and data entry support to the NCSL Transportation Funding and Finance Database, the NCSL Transportation Access and Mobility Database and/or other bill-tracking databases.
6. Develops and delivers presentations to a variety of audiences based on original research on transportation policy topics.
7. Undertakes research and writing for grant and contract proposals.
8. Under supervision, may interact directly with grant and contact project officers and undertake some project management responsibilities.
9. Assist as required with the staffing of relevant NCSL committees, task forces and meetings.

MINIMUM QUALIFICATIONS REQUIRED

• Bachelor’s degree plus three years of relevant work experience, including at least one year of general policy research, legislative or state government experience. Relevant professional level work experience or graduate level can be substituted on a year-for-year basis. An advanced degree is preferred but not required.
• Skill and competence in a range of research skills and tasks.
• Experience with state transportation policy research and analysis.
• Skill and competence in writing clearly and communicating orally.
• Skill and competence to work effectively with legislators and legislative staff.
• Skill and competence to work independently and to manage multiple tasks and deadlines. This includes the ability to balance and prioritize numerous projects at once, to meet deadlines and to effectively communicate how this is happening to supervisors of said projects.
• Able to maintain bi-partisanship, confidentiality and handle politically sensitive work.
• Skill and competence in working cooperatively and professionally with a variety of people, often under pressure.
• The willingness and desire to learn from multiple supervisors.
• Attention to detail and the ability to problem solve and think critically is essential.
• Is well-organized, efficient, flexible and a team player with a positive attitude.

The federal policy manager plays a critical role in representing the Safe Routes to School National Partnership on Capitol Hill and with federal agencies. The federal policy manager will regularly meet with Congressional offices and key federal agencies to convey the needs and importance of having Safe Routes to School and to advocate for policies and funding levels that are supportive of Safe Routes to School, active transportation and multi-modal transportation options. This position is also responsible for tracking the implementation of the recent MAP-21 transportation bill, researching and writing policy reports and papers on Safe Routes to School and related topics and producing blog posts and web content. The federal policy manager will collaborate closely with national and state coalition partners to advance active transportation policy and funding. The federal policy manager reports to the deputy director.

Qualifications:

  • Minimum of four to five years’ proven experience in legislative or government affairs, with a strong preference for experience with federal transportation policy.
  • Track record of analyzing and developing federal legislation and legislative campaigns.
  • Experience in building coalitions and working with allied organizations to achieve policy change goals.
  • Knowledge of Safe Routes to School programs or active transportation a plus.
  • Effective public speaker comfortable presenting in front of large groups or one-on-one.
  • Strong writing skills, including writing for legislative and non-legislative grassroots audiences.
  • Ability to travel to group meetings and conferences as required. Anticipated travel to be approximately two to four out of state trips a year and regular travel (without overnight stays) in the DC region. Occasional work in the evenings or weekends to attend receptions or events.
  • Ability to work from home, to work independently (self-starter) and as a team member with minimal supervision.
  • Self-motivated, organized, strong attention to detail, creative and energetic.
  • Ability to follow-up in a timely manner and to work under tight deadlines/schedules.
  • Proficient with PCs and with MS Office software.
  • Bachelor’s degree or equivalent experience required.

Background:  The Safe Routes to School National Partnership was founded in 2005 and is a network of more than 600 organizations. Annual Salary:  This “at will” position offers a starting annual salary of $48,000 to $60,000/year, depending on experience, plus health insurance benefits, paid time off and optional participation in a deferred compensation plan.
