SUMMARY:

Position Summary

The incumbent is responsible for assisting with the management of activities for the Office of Media Relations. Major Duties

Transportation planners conduct professional analytical work identifying, leading, conducting and implementing transportation planning studies and policies. Major Duties
Major Duties of a Planner II include:
  • Collect, analyze and interpret transportation and land use data;
  • Manage transportation studies including scoping, contract management, product review, and public and interagency coordination;

  • Research economic, demographic, fiscal, legal, and technical elements for projects;

They must also have general knowledge of: the various transportation modes and their interrelationships; and of transportation services and programs.  Candidates must be able to think conceptually, observe and evaluate trends, analyze data, draw logical conclusions, and make sound critical decisions and recommendations.  Candidates must demonstrate ability to communicate effectively in oral and written form; establish and maintain effective working relationships with a variety of stakeholders; and translate current planning objectives and long-range planning goals into strategies that can be successfully implemented.   Ideal candidates will have experience in: evaluating transportation impacts of land use proposals, preparing long range transportation plans, GIS and travel demand analysis.  They will have strong analytical skills, teambuilding skills, the ability to organize and coordinate multiple projects and assignments while establishing priorities that accurately reflect departmental objectives, and the ability to work independently and follow through.  Experience in translating technical concepts into information accessible to the public is highly desired.  Candidates must display high standards of ethical conduct, exhibit honesty and integrity, be committed to quality service, and show a high level of personal initiative to work with minimal supervision.  Overall, candidates should demonstrate a passion for planning and issues related to land use-transportation linkage and smart growth.
Work Environment
Transportation planners operate in a team-based environment where staff members work collaboratively to deliver key outcomes and/or products.  The atmosphere is demanding and sometimes fast-paced, but also rewarding and involves tangible results.  Individuals who possess initiative and resourcefulness tend to excel most at DDOT. Planners receive broad guidance from and report to the Strategic Planning Branch Chief.  However, incumbents perform the functions of their positions independently, and often represent the Department in dealing with government officials and the private sector.   Most hours of the day are spent in an office setting, though some field work involving direct contact with transportation facilities is necessary.  Planners are also responsible for attending and/or leading some evening and weekend meetings at community sites.
Scope and Effect
Transportation planners at DDOT direct the analysis of transportation services and facilities in the District, and develop mid and long range plans for capital improvements.  They deal with issues affecting all users including pedestrians, bicyclists, children, seniors, persons with disabilities, motorists, movers of commercial goods, and users of public transportation; and are also well versed in community development, comprehensive land use planning, and long term priorities of the District of Columbia. U.S. Surface Transportation Re-authorization Bill – Update as of July 6, 2011

House Transportation and Infrastructure (T&I) Committee Chairman John Mica, R-Fla., will introduce the committee’s multi-year surface transportation reauthorization proposal tomorrow — Thursday, July 7, at 11 a.m. Eastern time. According to Chairman Mica, the bill will not only reauthorize and reform the nation’s federal highway, transit and highway safety programs, but will also make significant improvements to passenger and freight rail programs and maritime transportation policy. “This fiscally responsible, multi-modal initiative would streamline federal programs, cut red tape, better leverage our federal resources, make wise investments in our infrastructure and create needed jobs for Americans,” according to the Chairman. The rollout event is scheduled to last approximately 90 minutes.  Live video of the event will also be available at www.transportation.house.gov by clicking the “Live Webcasts” link.

Streetsblog Capitol Hill reports that Sen. Barbara Boxer (D-CA), chair of the Environment and Public Works Committee, wants transportation reauthorization bill passed soon in order to avoid the loss of 600,000 jobs in the construction and transit industries. She issued a call to action this morning, pushing for a new bill before the current extension of SAFETEA-LU expires on September 30.   Though she had initially pushed for a six-year bill, Boxer made it official that the EPW proposal is for a two-year bill that will only cover current funding levels plus inflation—about $109 billion over the two years.

At today’s press conference, Boxer focused mostly on the urgency of saving 500,000 construction sector jobs and 100,000 transit jobs, citing new Federal Highway Administration stats about the ramifications if Congress passes Rep. Paul Ryan’s budget, with its 30 percent cuts to transportation. Boxer’s aides pulled out charts detailing just how many jobs would be lost in each state (See Chart here), and Boxer pointed to the over 43,000 that her home state of California would shed. Click here to read the rest on Streetsblog Capitol Hill

Note: And I found this interesting nugget on infrastructure spending on the EPW Press Release. It shows we have a long way to go to match the Chinese: According to a report by the Department of the Treasury and the Council of Economic Advisors, the United States currently spends 2 percent of GDP on infrastructure, a 50 percent decline from 1960. Meanwhile, China is spending close to 9 percent of their GDP on infrastructure.

The Department of Transportation Planning of the Metropolitan Washington Council of Governments is seeking a Planner II or III to work with a small team responsible for public involvement and communications. The successful candidate will be a part of the Program Coordination Team, which supports the National Capital Region Transportation Planning Board (TPB), the federally designated metropolitan planning organization (MPO) for the Washington, D.C. region. The TPB plays an important role as the regional forum for transportation planning in the National Capital region.  The TPB prepares plans and programs that the federal government must approve in order for federal-aid transportation funds to flow to the Washington region.
