This position is for the Team Leader of the Transportation Enabling Technologies Team in the Office of Operations Research and Development (R&D). The incumbent specializes in research management, the conduct of exploratory advanced research related to advanced traffic management and operations systems, and the development of transportation enabling technologies.

The ideal candidate will have strong transportation or transportation-related R&D experience with advanced degrees in one or more of the following enabling technology areas (listed in alphabetical order): civil engineering; computer science; cyber-physical systems; electrical engineering; mathematics/statistics; mechanical engineering; real-time data capture, management, and analytics; software engineering; or, systems engineering. He/she is a thought leader at the national and international levels and has been recognized for past scientific and engineering contributions in the development and application of transportation operations, Intelligent Transportation Systems (ITS), or connected-automated vehicle technologies. He/she will have experience in managing a team of research professionals and conducting laboratory and field research in the fields of transportation operations, ITS, or connected-automated vehicles. The ideal candidate has expert experience facilitating the development, implementation, and/or evaluation of national technologies, policies, programs, and budgets in a research environment, and has experience communicating this knowledge, orally and in writing, to a variety of audiences.

DUTIES:

As a Lead Research General Engineer, you will:

  • Demonstrate classic management knowledge, skills, and abilities in leading change, leading people, being results driven, demonstrating business acumen, building coalitions, and demonstrating and promoting excellence in oral and written communications.
  • Provide expert knowledge in traffic engineering and transportation management theory specializing in one or more of the following areas: signal systems, communications, surveillance and detection, data management, cyber-physical systems, and modeling and simulation of the impacts of hardware, software, standards, and operating practices on mobility, safety, environment, energy, and other performance areas.
  • Plan, develop, coordinate, and conduct a research and development program in traffic operations and traffic management to produce transportation enabling technologies in areas such as transportation data collection and management; cyber-physical systems, sensing systems; wireless communications; connected and automated vehicle technologies; and positioning, navigation and timing.
  • Lead the planning and conduct of a national program of research by means of partner and customer inclusion and through active liaison, collaboration, and coordination with other FHWA offices, Federal agencies, state and local highway agencies, AASHTO, TRB, ITS America, ITE, IEEE, SAE consortia, user groups, universities, private industry, and the highway community in general.
  • Work closely with Office of Operations, Resource Center, and other FHWA offices, as well as with state highway agencies to translate and transfer the team’s research and development results to the highway community and to assure that research products are marketed and deployed as rapidly as possible.
  • Represent FHWA nationally and internationally to initiate technical exchange, recommend international partnerships that are potentially beneficial to FHWA and the US Department of Transportation, and coordinates U.S. research and development with foreign countries under the auspices of TRB and through the International Programs Office and interagency agreements.
  • Use essential leadership skills to enhance team productivity and commitment to research products and services that contribute to the strategic goals and objectives of the agency

Joint Subcommittee on Challenges and Opportunities of Road Vehicle Automation

Vehicle-Highway automation has generated strong interest within the past year, leading to the initiation of a wide variety of new projects and programs.  Because of the novelty of this field, many of the new activities have not yet advanced to the stage that they can present sufficiently definitive results that would pass the normal peer review criteria for a technical paper.  Nevertheless, the plans and focus areas of these projects and programs are likely to be of significant interest to the TRB Annual Meeting participants. This poster session provides exposure to a wide range of topics and activities in the field of vehicle-highway automation.

Abstracts are invited now. The following topic areas related to vehicle-highway automation are suitable for the poster session:

  •  introductions to research centers or programs
  •  research agendas
  • prospective studies and work in progress
  • qualitative research studies

Please note that abstracts will be peer reviewed.  A limited number of posters will be selected for presentation based on the following criteria:

  • technical quality
  • originality
  • direct relevance to the field of vehicle-highway automation
  •  appropriateness of the methodology
  •  non-commercial nature of the content.

Writing skills are paramount and a successful candidate must have at least three years of experience in a position heavily oriented towards writing.

The SAFETEA-LU legislation required the Secretary of Transportation (Secretary) to establish a formal rule in order to define minimum parameters and requirements for states to make available and share traffic and travel conditions information via real-time information programs. The Federal Highway Administration has released the proposed rule, and is seeking comments from stakeholders across the public and private sectors. The Research and Innovative Technology Administration, which oversees the U.S. Intelligent Transportation Systems Program, is actively encouraging innovation in data collection, management, and dissemination across a wide array of communications platforms, and also encourages stakeholders to provide detailed comments regarding this rule. RITA is particularly interested in responses to questions below from the Notice:

  1. Given the research investment into wireless communications systems in the 5.9 GHz spectrum for Intelligent Transportation Systems applications, to what extent could systems in this spectrum also be used to fulfill the requirements of this rule and/or enable other applications?
  2. Given that there are legacy technologies in place now, and that there are new technologies on the horizon that are being adopted, how can we ensure that investments made today to comply with this rule are sustainable over the long term?

The meetings will be held at the end of the first day of the ITS-JPO Systems Engineering User Workshops in Detroit (August 25), San Jose (September 1) and Washington, DC (September 29).

The U.S. Department of Transportation‘s (USDOT) Intelligent Transportation Systems Joint Program Office (ITS-JPO), part of the Research and Innovative Technology Administration (RITA), will hold a three-day workshop to present and discuss IntelliDrive SM* Safety program research roadmaps, including applications, technical and policy activities from July 20-22, 2010 in Chicago, IL.

Safety is critical to the mission of the transportation industry. This workshop is intended as an opportunity for stakeholders to review and provide feedback for refinement on the safety program roadmaps, including technical and policy issues.

There will also be a Professional Capacity Building Workshop (PCB) to engage stakeholders on setting a new strategic direction for the ITS PCB program considering the goals of the new ITS Strategic Research Plan, gather stakeholder input on learning needs, and discuss the future goals for the program.

Breakout Sessions on IntelliDrive Policy Topics and V2I Roadmap – A series of discussion sessions will be held on Thursday morning (July 22nd) to answer questions and elicit feedback on the Safety Program Policy Roadmap (presented on Wednesday afternoon).   The discussion sessions will provide workshop participants with an opportunity to explore details and provide input on expected requirements.  The workshop designers have identified two areas of interest for discussion that are described below.  However, time will be set aside on Wednesday afternoon to identify additional discussion sessions based on the interest of participants.

Breakout 1.  Vehicle-to-Infrastructure Roadmap Discussion – The focus of this discussion session is to carry forward questions from the Tuesday afternoon presentation on Vehicle to Infrastructure (V2I) and provide the time for an in-depth Q&A.  The objective of this session discussion is to validate the technical roadmap and identify policy issues associated with moving the technical research forward.

Breakout 2. Cost-Benefit Analysis – Cost-benefit-analysis (CBA) is an essential step in deriving the societal benefits of IntelliDrive for the Nation. However, CBA is comprised of different types of analysis that, overall, provide stakeholders with an understanding how IntelliDrive benefits their organizations.  The purpose of this breakout session is to present on the different approaches proposed for IntelliDrive CBA and to stimulate discussion with stakeholders on their perspective on the opportunities and direct financial impacts of IntelliDrive.  The session will explore specific cases; for example, the case wherein IntelliDrive could enhance or substitute for older technologies such as loop detectors.  The objective of this session discussion is to validate the CBA and seek input as to the most efficient methods of seeking data from stakeholders.
