Job Description

This transportation planning position is focused in multi-modal planning for the Office of Transportation and Corridor Studies. The employee will be integral in actively conducting innovative corridor and area studies in the dynamic 9-county greater Philadelphia region. The position involves developing technical plans, informing and advising public and private sector agencies, decision-makers, and the general public of recommendations. This position requires both excellent technical abilities and an understanding of the planning process to advance creative concepts and ideas, and an ability to work cooperatively with other professionals on project teams. Work is performed in accordance with broadly defined objectives and professional standards with the opportunity for independent judgement subject to technical review by the Manager, Office of Transportation and Corridor Studies.

Responsibilities

• Develop, implement and coordinate multi-modal transportation projects including transit, pedestrian and bicycle modes.
• Conduct technical studies which evaluate the effectiveness of a transportation system (on a systems level) and then analyze alternative improvement strategies to determine how well they meet desired measures of effectiveness.
• Use planning and engineering computer software such as geographic information system software, Highway Capacity Software, travel simulation software, and other techniques to evaluate corridor and area-specific traffic problems and develop solutions.
• Prepare input data for travel simulation models. Tabulate travel simulation model outputs using GIS tools and tabular forms. Compare model results with current and historical data.
• Prepare reports summarizing findings and recommendations of various studies, including text, tables, maps, charts, photos and other appropriate graphics, and present results to technical committees and the public.
• Make oral presentations to member governments and technical committees.
• Provide technical assistance to member governments, consultants, and the public.
• Conduct field views of project locations to compile an inventory of existing physical and operating conditions.
• Organize and manage technical committee meetings.
• Perform related work as directed.

Qualifications

• Considerable knowledge of the principles, practices, and objectives of transportation planning, and ability to relate this knowledge to the development and analysis of a regional transportation system and its components.
• Strong interest in transportation engineering.
• Experience with VISSIM or other traffic simulation software, such as Synchro considered a plus.
• Knowledge of applicable computer applications, geographic information systems, graphics programs, database design, word processing, and spreadsheet software.
• Experience in conducting field surveys, data analysis, and system evaluation.
• Knowledge of the socioeconomic factors involved in transportation planning.
• Ability to present results of research and technical analyses effectively in oral, written, and graphic form.
• Ability to establish and maintain effective working relationships with associates, planning officials, and the general public.

Experience and Training

To classify as a level RA II, a minimum of THREE YEARS of professional experience in transportation planning or engineering; and such training as may have been gained through graduation from a four year college/university, with major course work in Transportation Planning, Transportation or Civil Engineering, or a related discipline is required. A Master’s degree and/or, internship, or co-operative education experience can be substituted for one year of experience.

Position Summary: The Bicycle Program & Transportation Communications Coordinator will coordinate the bicycle management program on campus, and identify opportunities to enhance bicycle safety initiatives. Based on benchmarking from other universities, recommend new and innovative bicycle programs for the campus community. Engage students and employees in bicycle planning. Serve as alternative transportation representative on university and/or locality committees reviewing bicycle programming and/or safety. Provide GIS data collection and mapping for alternative transportation and other Parking and Transportation units. Coordinate campus notices, news stories and special features for the Alternative Transportation program as well as other Parking and Transportation units for review by the division communication manager.

Required Qualification: Bachelor’s degree in urban planning or public administration or equivalent training and experience. Demonstrated experience with alternative transportation modes (with an emphasis on bicycling). Working knowledge at the proficient level of GIS software, including ArcGIS, to record and analyze data, and make useful maps. Demonstrated experience analyzing and summarizing data in a variety of formats. Excellent customer service skills. Extensive computer experience and proficiency with Microsoft Word and Excel. Experience using illustration and desktop publishing software such as Adobe CS/5. Ability to complete numerous projects and details simultaneously and accurately. TranSystems is seeking a Transportation Planner/Systems Analyst candidate to provide detailed technical support for intelligent transportation systems (ITS) and transportation planning projects. The successful applicant must share a mixed passion for transportation systems and the application of technology in transportation.  Candidates should have a basic understanding of public transportation technology concepts such as location tracking, mapping and geographic information systems (GIS), vehicle dispatching, vehicle/driver scheduling, wireless communications, and enterprise software.

Basic Qualifications:

• A Bachelor’s degree in Transportation or Civil Engineering, Transportation Planning, or a related major and 1 year of experience in related transportation technology, planning, and/or data visualization OR Master’s degree in Transportation or Civil Engineering, Transportation Planning or related major with no relevant experience
• Basic computer programming skills, particularly related to large dataset analysis and visualization.

The Northeast Corridor Commission seeks a graduate student to support all aspects of the Commission’s work. Working closely with a small team of highly motivated transportation professionals, the intern will have the opportunity to shape project work in coordination with Commission staff. The Commission is currently developing key reports on the current and future value of the NEC, while participating in the major short- and long-term planning efforts that will guide the development of the NEC. The intern will be responsible for policy research, transportation planning and analysis, report preparation, website content development, assistance with day-to-day office management and administration, and other tasks as assigned. Successful candidates will demonstrate a willingness to undertake unfamiliar initiatives and strong enthusiasm for the Commission’s work.

The Commission maintains a full-time staff in Washington, DC. The Commission is accepting intern applications from current graduate students in the Washington, DC, Philadelphia, and New York metropolitan areas. This paid internship includes term-time work in spring 2013, with the possibility of extending into summer 2013.

Qualifications

Candidates should be pursuing a masters degree in public policy, urban and regional planning, transportation, business, or a related field. Candidates should have:

• Experience collecting, evaluating, and interpreting quantitative data;

• Excellent skills in written, verbal and graphic communication of quantitative and qualitative information, including the ability to clearly express technical concepts to wide audiences;

• Strong computer skills in data analysis, word processing, and graphic design – experience with the Adobe Creative Suite, data visualizations, and/or geographic information systems (GIS) is preferred; and

It is the mission of the Charlotte Area Transit System (CATS) to improve the quality of life for everyone in the greater Charlotte region by providing outstanding community-wide public transportation services while proactively contributing to focused growth and sustainable regional development. The Transportation Planner I accomplishes this by utilizing transit operation data to support the implementation of service enhancements to CATS’ existing and future transit services. The Transportation Planner I analyzes information received from transit technology systems, i.e. Automatic Vehicle Locators (AVL), digital cameras, Automatic Passenger Counters (APC), GIS information and other databases, to develop route and service change plans. Proficiency in GIS applications and knowledge of database applications is highly desirable. Knowledge of transit practices is preferred.

Responsibilities:

• Conducts ongoing performance and cost analysis of existing transit services and make recommendations for improving the efficiency and effectiveness of bus services.
• Assists in the preparation and development of detailed transit planning reports, programs, and documents.
• Assist in the preparation of service change and service planning activities.
• Participate in the monitoring and reporting on the performance of CATS bus routes and overall system performance.

Excellent verbal and written skills are required as the position coordinates aspects of database flow across functionary departments. Must be able to work flexible schedule. Must be able to pass a pre-employment drug test, a criminal background check, DMV report and be eligible for a City Driving permit.
