The Northeast Corridor Commission

Congress created the Northeast Corridor Infrastructure and Operations Advisory Commission (Commission) to help coordinate planning and investment across all owners of and operators on the Northeast Corridor (NEC) railroad network, including Amtrak, states, commuter railroads, and freight railroads. The Commission is comprised of representatives from each of the NEC states, Amtrak, and the U.S. Department of Transportation (DOT), with non-voting representatives from freight railroads and states with connecting corridors. The Commission is supported by a full-time staff in Washington, DC. The Commission is accepting applications for a Transportation Analyst position located in Washington, DC.

Summary of Duties

Specific responsibilities will consist of policy research and writing, transportation planning and analysis, analysis of financial and operational data related to the allocation of operating and capital costs in the NEC, development of Commission products and materials, website content development and other tasks as assigned. The position will cover activities both technical and administrative in nature:

• Assist in the development of Commission reports and presentations through data analysis and the development of written material. Work will frequently involve making technical information accessible for non-technical audiences.
• Assist in the coordination of the Commission’s many stakeholders, including Amtrak, the U.S. DOT, the Northeast states and state DOTs, commuter rail agencies, freight railroads, and others. Work will frequently involve coordinating assistance provided by staff at various stakeholder agencies.
• Support the organization and delivery of quarterly Commission meetings and periodic committee meetings including the management of pre-meeting logistics, the development of meeting materials, and the preparation of meeting minutes.
• Assist in the analysis of financial and operational data in support of the Commission’s role in supporting cost allocation in the Northeast Corridor.

Qualifications

• Bachelor’s degree in Transportation, Public Policy, Urban and Regional Planning, Economics, Business, or related field.
• One to two years of work experience with some direct experience in the field of transportation. Masters degree may substitute for work experience.
• Strong quantitative and analytical skills.
• Interest in transportation issues.
• Ability to multi-task effectively while remaining flexible in a fast-paced environment and work collaboratively with staff at all levels while successfully challenging conventional practices and incorporating new approaches.
• Demonstrated skill in Microsoft Office tools, including Access, Excel, PowerPoint, and Word.

There are many ways of showing dissent but here is one that should be a bit more endearing for the policemen, who are often tasked with maintaining order during such protests. We all know our “developed” societies have way too many cars and often choke up our streets and take up valuable space, resulting in terrible congestion and chronic bottle necks.. If a lot of people chose to leave behind their cars and instead opt for public transportation, it will be a perfect anti-dote for the chronic congestion that plagues our streets. So, how do you tell this story effectively? Objective

This position is responsible for assisting the Assistant Director, Environmental & Long Range Planning in the management and coordination of Metro-North Railroad (MNR) efforts in the identification and resolution of all planning, design and implementation issues related to MTA/LIRR East Side Access (ESA).  Ensure protection of MNR interests as ESA design/construction progresses.

Responsibilities
Coordinate, communicate, and disseminate all ESA related issues within MNR with other MNR departments in resolving operational, environmental and institutional issues related to ESA.

Coordinate MNR’s involvement in the multi-agency (MNR, LIRR and MTACC) Rail Activation Plan.  Provide support to MNR, MTACC and LIRR and attend Rail Activation Plan Task Working Group Meetings.  Work with Metro-North representatives (various departments) to the Rail Activation Plan to ensure that MNR interests are protected.  Identify issues from Rail Activation Plan meetings and work with teams to either resolve or bring issues to the attention of senior management.  Assist in the preparation of the remainder of the Rail Activation Plan document. Provide assistance in developing Memorandum of Agreements, assessment and negotiation of cost sharing data with MTACC/ESA.

• Provide technical review, recommendations and analyses on Operation impact related to pedestrian flow, customer service, etc.  in Grand Central Terminal (GCT)
• Act as liaison when needed, at ESA meetings and other external meetings related to ESA.  Prepare and deliver presentations as needed.
• Draft status reports to Senior Management related to ESA
• Develop and coordinate  annual internal control reviews
• Provide support for the Long Range Planning Department as designated PeopleSoft Representative

Required Experience
Bachelor’s Degree in Planning Strategic or Regional/Urban Planning, Environmental Studies, Engineering, Public Policy/Administration and/ or related field and a minimum of five (5) years experience in planning, design review and/or technical management of projects, preferably in a transportation operation.

Here is something new.. Attendants on a subway train serving snacks and beverages? Yeah.. That’s what happened in Toronto’s subway.. This past Sunday, Improv Toronto decided to put a fun twist in an otherwise mundane ride on the city’s subway ride to make it memorable for the riders.  As they said on the website, “Our mission was simple, transform the old every day nature of riding the subway into a luxury flight experience, making it more a comfortable, enjoyable, and eventful ride.” So, off they went, equipped with snacks, drinks and blankets, our sharp looking flight subway attendants and captain tended to the riders on a Eastbound train on the Bloor Line.

Looking at the warm welcoming smiles on the riders’ faces, I wouldn’t be surprised if this stunt gets emulated globally much like the No Pants Subway Ride , another popular Improv stunt.  BTW, worn out Washington, DC Metro riders like me can sure get used to some TLC like this..

The Northeast Corridor Commission seeks a graduate student to support all aspects of the Commission’s work. Working closely with a small team of highly motivated transportation professionals, the intern will have the opportunity to shape project work in coordination with Commission staff. The Commission is currently developing key reports on the current and future value of the NEC, while participating in the major short- and long-term planning efforts that will guide the development of the NEC. The intern will be responsible for policy research, transportation planning and analysis, report preparation, website content development, assistance with day-to-day office management and administration, and other tasks as assigned. Successful candidates will demonstrate a willingness to undertake unfamiliar initiatives and strong enthusiasm for the Commission’s work.

The Commission maintains a full-time staff in Washington, DC. The Commission is accepting intern applications from current graduate students in the Washington, DC, Philadelphia, and New York metropolitan areas. This paid internship includes term-time work in spring 2013, with the possibility of extending into summer 2013.

Qualifications

Candidates should be pursuing a masters degree in public policy, urban and regional planning, transportation, business, or a related field. Candidates should have:

• Experience collecting, evaluating, and interpreting quantitative data;

• Excellent skills in written, verbal and graphic communication of quantitative and qualitative information, including the ability to clearly express technical concepts to wide audiences;

• Strong computer skills in data analysis, word processing, and graphic design – experience with the Adobe Creative Suite, data visualizations, and/or geographic information systems (GIS) is preferred; and

• An ability to build relationships with all levels of an organization, work in a fast-paced office environment with tight deadlines, and stay organized and detailed-oriented while working on a wide range of tasks.

Position Overview

Reconnecting America is looking for a motivated, self-guided individual with knowledge, experience, and interest in transit-oriented development, affordable housing, community development and transportation and an interest in helping to develop materials for our policy and education programs. The intern will work on a variety of projects that may include:

• Conducting research on the integration of housing and transit in small and midsize cities.
• Creating project sheets and case studies on various topics related to transit-oriented development, transportation, and affordable housing policy.
• Reviewing and preparing budget analysis of the US Department of Housing and Urban Development and the US Department of Transportation annual budget requests.
• Supporting staff with graphic representation and editing information in Adobe illustrator and PowerPoint formats.
• Conducting research on local, regional, state and federal transit-oriented development policies.
• Supporting staff with federal level policy advocacy for transportation and sustainable communities.
• Updating content on the Mixed-Income TOD Action Guide (www.mitod.org), an online tool developed for the Federal Transit Administration.
• Preparing presentation materials and assisting with logistics for RA projects.
• Possible short-term, targeted research and/or analysis projects. Also, occasional minor administrative tasks.

Qualifications:

• A Bachelors degree and at least a year of graduate work in city planning, geography, architecture, transportation, public policy, or other related field
• Excellent research, writing and analytical skills
• Comfort using Excel and PowerPoint are essential. Experience with Illustrator, Photoshop, Access, or ArcGIS would be a plus
• An understanding of transit-oriented development principles and strategies and/ or principles related to sustainable communities (health, affordable housing, transportation etc.)
• Self-directed, resourceful, and results-oriented
• Excellent interpersonal and collaboration skills. Ability to work productively, professionally and respectfully with coworkers and outside partners
• Motivated, enthusiastic and committed to the organization’s mission

The position is paid, part-time (15-20 hours/week) and available starting in early to mid-March. Position will be filled from March to August 2013, possibly beyond. Hourly wage is commensurate with experience.
