Summary of duties

This position will be responsible for supervising the annual allocation of operating and capital costs among the nine passenger railroads that operate on the Northeast Corridor rail line. This annual process was adopted by the Northeast Corridor Commission in September 2015 and is described in the NortheastCorridor Commuter and Intercity Rail Cost Allocation Policy.

The selected candidate will be responsible for overseeing a complex project that is repeated on annual basis and involves the ongoing participation of Amtrak and public transportation agencies from the northeast states. The role requires both technical competency and exceptional communication skills that are necessary to work through complex disputes among participating stakeholders. Specific activities include managing the collection and processing of financial data from nine operating railroads and multiple infrastructure owners; managing multiple consultant teams that serve as an extension of staff with responsibility for performing key project tasks; performing ongoing stakeholder outreach to collect necessary data; supporting resolution of multi-agency disputes; and identifying and implementing initiatives to improve the allocation process.

This position will also support the Commission’s response to an annual external review of the cost allocation process conducted by an independent auditing firm. The selected candidate may also support other Commission activities, including, but not limited to, the ongoing reporting of operating and capital costs and the continued refinement and development of the Commission’s policy.

Those applying for the position should have experience working with financial data and managing complex projects with multiple stakeholders. Experience working in public transportation or passenger rail is beneficial, but not essential.

This position is intended to be located in New York, NY. However, there may be flexibility to locate the position in Washington, DC.

Essential Functions

• Supervise the annual cost allocation process, with assistance and oversight from other Commission staff, including collecting data, overseeing all cost allocation procedures, performing quality assurance and control, and preparing financial reports
• Manage consultant contracts to perform key tasks related to cost allocation and other Commission activities
• Consultant management activities including the development of scopes of work, estimation of project budgets, oversight and/or participation in the consultant selection process, and day-to-day management of consultant teams to ensure that projects are delivered on-time and on-budget
• Perform frequent coordination with stakeholders, including organizing ongoing, multi-agency meetings and webinars, delivering presentations to technical staff and agency leadership, identifying, documenting, and supporting the resolution of multi-agency disputes, and performing one-on-one briefings
• Support and oversee staff participation in the external financial review of the cost allocation process, including providing data, supporting documentation of the cost allocation process, and responding to questions posed by the external review team
• Participate in the development of any modifications of the Policy desired by the Commission

Required Work Experience

• Some professional level experience with the public or private sector
• Demonstrated experience working with financial data or financial systems
• Demonstrated experience managing complex projects
• Strong quantitative and analytical skills
• Ability to solve problems independently and work collaboratively with staff at all levels
• Attention to detail
• Strong working knowledge of Access, Excel and/or other database programs

Preferred Work Experience

• Experience working with the financial data of a passenger railroad or public transportation agency
• Direct experience managing consultants in the delivery of professional service related projects
• Direct experience as the leader of a team
• Knowledge of the rail infrastructure and operations along the Northeast Corridor

Preferred Education

Masters degree in Business, Public Administration, Public Policy, or a related field

Communication and interpersonal skills

Must have excellent oral and written communication skills

Lea +Elliott is seeking a self-sufficient, highly organized, personable and motivated person to join our senior-level staff in the Northern Virginia office. With direct accountability to the project’s FTA Coordination Manager, the Senior Planner will assist in gaining and transmitting intellectual understanding of issues and events occurring on a large and complex public rail transit construction project in order to meet FTA and agency reporting, meeting and project management requirements.

The successful candidate will be called upon to research, interview, analyze, write and edit complex technical data for use in reports, plans and procedures that record and present technical information, often in a non-technical way.  They will need to exercise initiative, judgment and decision making ability in a timely and effective manner and in full compliance with all applicable local and federal laws, rules and regulations.

Position Responsibilities

Included in the position responsibilities are:

  • Being a member of the team that develops monthly and quarterly progress reports covering the entire project effort.
  • Maintaining a high level of quality control.
  • Preparing for and creating documentation of monthly and quarterly meetings with the FTA for the project record.
  • Staying current with federal project management requirements and aligning reports and plans to comply with all regulatory requirements.
  • Assisting senior leadership and executive management with other regulatory, audit and quality review functions as needed.
  • Coordinating between departments and interviewing project directors and others to avoid duplications of effort or contradictions.
  • Maintaining the documentation repository of newly created or revised reports, minutes, plans, etc., to assure a complete project record.
  • Obtaining needed reviews and approvals for the timely dissemination of newly created or revised documents to the appropriate audiences.
  • Monitoring compliance with policies, grant terms, procedures and guidelines of the various federal and state agencies.
  • Becoming familiar with multiple topics as needed by reading and using computer based products to gather and research technical information for use in complex documentation.

Requirements

  • Masters or Bachelors degree in Transportation Planning or related field.
  • At least four years (six years with a Bachelors degree) of specialized experience that is related to the responsibilities described.
  • Excellent writing and verbal skills and full mastery of English.
  • AICP Certification is preferred.
  • Extensive knowledge of Microsoft Office Suite is required.

It makes you wonder what was his “success rate” meeting women on subways after he finished reading this book. Guys like this are one reason why you can’t help but fall in love with public transportation, right? I bet you can never catch someone reading this in a car.

Current Assignment
The Office of Planning and Development is recruiting a Senior Planner to support various District initiatives. Each position will be responsible for a combination of planning duties in support of station area planning, access and system expansion projects as well as developing and coordinating the acquisition of funding for projects and programs with other transportation agencies; and performs related duties as assigned.

The selection for each position will be based on the candidate’s qualifications and needs of the Department; each candidate will demonstrate a combination of the following criteria beyond the minimum qualifications:

  • *Station Area Planning, including consideration of station access and capacity.
  • * Understanding of local land use decision making processes, and experience coordinating with local governments.
  • * Experience with place making, to better connect BART fare gates to surrounding communities and enhance the transit customer experience.
  • *Travel markets, and regional growth policies to be used in transportation modeling and analysis assignments.
  • *Formulating policies and strategies for implementing station area, access, or system expansion plans.
  • *Relationship between land use, transit and travel demand.
  • * Knowledge of laws and regulations applicable to transit system development (i.e. California Environmental Quality Act, Federal Title VI, Americans with Disabilities Act, California Title 24).

Essential Job Functions

3) Conducts environmental impact assessments; researches, assembles, analyzes, and presents data; coordinates inter-departmental, outside agency and public review of plans; presents recommendations to District management.

5) Develops scopes of work for feasibility studies, policy research, and project evaluation.

6) Develops and maintains effective, collaborative relationships with internal and external partners in order to advance the District’s objectives.

7) As assigned, serves as District’s representative to coordinate on joint agency planning projects; reviews plans, reports, and studies from other agencies which reference District plans; comments on plans, reports, and studies.

8) Prepares and monitors project budgets to ensure project is completed within budget guidelines and pursues funding opportunities.

Minimum Qualifications
Education:
A Bachelor’s degree in transportation planning, urban planning, economics, business administration, public administration, or a closely related field from an accredited college or university.

Experience:
Three (3) years of (full-time equivalent) verifiable professional experience in transportation planning and analysis.

Other Requirements:
Must possess a valid California driver’s license and have a satisfactory driving
record.

Substitution:
Additional professional experience as outlined above may be substituted for the education on a year-for-year basis. A college degree is preferred.

Knowledge of:

  • Current and complex principles and practices of transportation planning and analysis.
  • Statistical techniques, methods and formulas.
  • Methods and techniques of financial cost/benefits analysis.
  • Principles of business letter writing and report preparation.
  • Related Federal, State, and Local codes, laws, and regulations.

Skill in:

  • Establishing and maintaining effective working relationships with those contacted in the course of work.
  • Independently performing the most difficult short- and long-term District planning duties. in support of agreed goals.
  • Coordinating the inter-departmental activities and inter-organizational teams.
