Pedestrian struck and killed by Secret Service Limousine used for VPOTUS

Two armored U.S. Secret Service vehicles, including a limousine sometimes used by Vice President Biden, struck and killed a man hours before dawn Wednesday as he was crossing rain-slicked Suitland Parkway near the D.C.-Maryland border, authorities said.

The pedestrian, whose name was withheld by police pending notification of his next of kin, was struck by the limousine and a Chevrolet Suburban at 2:27 a.m. at the intersection of the parkway and Naylor Road, just over the District line in Prince George’s County, according to the Secret Service and U.S. Park Police.

The two vehicles, each driven by a Secret Service employee, had just arrived by military plane at Andrews Air Force Base and were being taken to a storage facility in the District, said Secret Service spokesman Malcolm Wiley. He said they were not carrying any “protectees.”

Biden had used the limousine Tuesday during a visit to Fort Lewis, Wash., and the Suburban also had been part of the vice president’s motorcade during the trip, Wiley said.

The armored sport utility vehicle and limousine were occupied only by Secret Service employees and were not carrying the vice president or any other dignitaries, said Secret Service spokesman Ed Donovan.

This astonishing video of a Russian forklift driver who smashes until shelves of Cognac and Vodka, and subsequently destroys a huge portion of the Moscow warehouse.

The driver of the forklift lost control, slammed into stock shelves, and seconds later was covered in bottles of alcohol. The driver is said to be okay with a minor leg injury, but the warehouse is looking at over $100,000 in damages.

Lawmakers hear that Texting while Driving is the “perfect storm” of Driver Distraction

The senate, the Department of Transportation and the FCC want you to stop texting while driving, and on Wednesday, they all but declared a war on texting, promising education campaigns and laws to convince you to put your phone down — at least while you are piloting a two-ton SUV going 70 mph.

In a Senate hearing Wednesday, using a mobile phone while driving was said to be more dangerous than drunk driving, the cause of 16 percent of fatal accidents in the United States and a “perfect storm” of distraction.

Secretary of Transportation Ray LaHood concluded his testimony by calling texting while driving a “menace to society,” saying the department’s research showed that 6,000 people a year died because it distracted drivers of all kinds. Here are some excerpts from the Secretary’s blog on this topic:

Here’s a start: Experts agree that there are three types of distraction–

Visual – taking your eyes off the road;

Manual – taking your hands off the wheel; and

Cognitive – taking your mind off the road.

While all distractions can adversely impact safety, texting is particularly troubling because it involves all three types of distraction. In the words of Dr. John Lee of the University of Wisconsin, this produces a “perfect storm.”

Not convinced? Our latest research shows that nearly 6,000 people died last year in crashes involving a distracted driver, and more than half a million people were injured.

At issue is the Distracted Driving Prevention Act of 2009 (.pdf) that Sens. Jay Rockefeller (D-West Virginia) and Frank Lautenberg (D-New Jersey) introduced Wednesday that seeks to ban texting while driving, a category that includes using a PDA, checking e-mail on a BlackBerry or manipulating a GPS unit with your hand. The bill (S. 1938) also targets drivers who make calls without using a headset. Texting or calling while pulled over on the side of the road is fine, but not while at a red light.  

Rockefeller noted  “Nowadays, you have to text or you are not with it — you are not educated. But it’s lethal behavior when you get in a car.”   He wants some sort of phone-blocking device installed in cars, presumably one that knows the difference between a driver’s phone and passengers’ phones.

Rockefeller seemed to recognize that perhaps the only thing more dangerous than texting while driving is trying to take the media spotlight from Sen. Chuck Schumer (D-New York), and so let him testify at the hearing on the Rockefeller-Lautenberg bill because Schumer had introduced the Alert Drivers Act earlier this year.

By contrast Schumer’s bill would withhold 25 percent of federal transportation funding from states that don’t implement strong anti-texting while driving rules, a tactic Congress has used in the past to force states to lower their speed limits and raise the drinking age to 21.

A bill, possibly a combination of the two, is likely to pass eventually, given that President Obama just unilaterally banned federal employees from texting while driving federal vehicles (starting in 2010) and even mobile carriers like Sprint support the idea.

For all those interested, Secretary LaHood has been doing rounds in the hill ever since he held that Distracted Driving Summit.  Today he went back to Congress to talk about distracted driving. The House Transportation and Infrastructure Committee wanted information on the dangers of distracted driving, and he was more than willing to talk to them about this issue which he calls an “epidemic.” You can hear he the Secretary’s input on the Committee’s website.

OnStar remotely disables stolen SUV; Saves gasoline, lives of civilians, cops, etc from a potentially deadly high-speed chase

The 2009 Chevrolet Tahoe roared away with officers in pursuit, but shortly after the suspect made a right turn, operators at General Motors Co.’s OnStar service sent a command that electronically disabled the gas pedal and the SUV gradually came to a halt.

The flustered thief got out and ran, but was quickly nabbed after he climbed several fences and fell into a backyard swimming pool, police said.

It was the first time since OnStar began offering the service in the 2009 model year that it was used to end a chase that could otherwise have had dire consequences.

Shortly after the incident was reported,  officers quickly contacted OnStar and got the owner’s permission to find the vehicle. Police spotted it a few miles away, but as officers made a U-turn to pursue it, the Tahoe sped off at a high speed.  The suspect made a turn, and police dispatchers told the pursuing officers that OnStar was about to disable the Tahoe. It then rolled to a halt, and the robber was quickly captured.
OnStar President Walt Dorfstatter said it took only 16 minutes from the time OnStar was notified for the vehicle to be stopped.

I See You Hiding, Sneaky Rascal! Speed Trap App “Trapster” Downloads Hit 50,000/Day

A must-have iPhone application for people who drive a lot is “Trapster” the app for avoiding speed traps. Or a better description by Paul Carr before he was fired from The Guardian: “Yes, that’s Trapster: the mobile distraction for when driving at high speed isn’t fucking dangerous enough.”

The free program uses the GPS receiver built into new iPhones to track a driver’s location and warn of nearby speed traps and red light cameras. It’s also available for phones running Google Android and some BlackBerries.  Drivers can add new locations to the app by hitting buttons to mark speed traps and red light cameras for other drivers. Users can also rate the accuracy of speed trap reports, which helps weed out fake inputs.

It’s been nearly a year since the debut of Trapster, a controversial but popular app that alerts you of nearby speed traps, cameras, and the like. It’s had more than 1 million downloads, and is “getting about 50,000 downloads a day right now” to add to that.

Version 3.5 released back in September, bringing with it some impressive–and, for many users, long-awaited–new features. Here’s the rundown ((courtesy of CNET):

  • Improved interface Five features (some of them new) are now accessible by tapping blue icons that span the right side of the screen.
  • Bluetooth audio If your car supports Bluetooth, you can pair Trapster to your stereo to get audio alerts over your speakers. Even better, if your car supports A2DP (i.e. stereo Bluetooth), you can take advantage of:
  • Built-in iPod controls Tap the little musical-note icon to slide open Trapster’s iPod audio controls. Obviously, you don’t need stereo Bluetooth to use them, but it sure is a nice combo.
  • Rotating maps Trapster tacks your position in real-time on a moving map. Now, that map can rotate depending on your direction of travel rather than staying in “always-North” mode. The top blue icon toggles this feature on and off.
  • Real-time traffic The bottom blue icon slides out a Google Traffic map, which shows you trouble spots in your area. Handy, but it’s too bad the developers could’t integrate this with the main map instead of requiring you to view a second one.

Trapster crowdsources the data from its users who report speed traps.  This information is stored in the server and sharing with other Trapster users who come later near the same location, thus making the road safe . The more users, the more data, and the safer the roads are for speeders. The app potentially can help users speed or run lights more often. Nonetheless, police are largely supportive of Trapster, because they hope it will get users to slow down.

“Anything that gets people to slow down on the highway, or drive in a more responsible manner, is a good thing,” said Corinne Geller, public relations manager for the Virginia State Police.  She said the state itself uses that logic to announce some red light cameras and speed-limit enforcement areas.  “We don’t hide,” Geller said.

  • 1,621,254 Total Trapster users world-wide
  • 1,402,349 iPhones using Trapster
  • 818,205 Traps reported world-wide
  • Trapster is the 20th most downloaded app for the iPhone out of all 85,000 odd apps.
  • Everyday more people download Trapster for iPhone than all other traffic/driving related apps COMBINED.

Last week I had the honor of participating in the U.S. Department of Transportation’s Distracted Driving Summit. Our panel was focused on technology’s role in both preventing and contributing to distracted driving. I was accompanied by my other panelists in highlighting how technology can help address distracted driving, and must not be demonized in our efforts to end what Secretary LaHood described as an epidemic of driver distraction.

Over the course of the Summit one of the prominent topics was legislation, with discussion on how we as a nation can legislate and enforce against dangerous practices such as texting while driving. While these bans are clearly an essential part of the campaign to reduce the fatalities that distracted driving causes, the American Automobile Association (AAA) amongst others presented data that demonstrated we must do more than just legislate. A survey of AAA membership demonstrated that even though a large majority of people acknowledged the extreme danger of texting or dialing on a cell phone while driving, many of these same people surveyed admitted they themselves had recently done these very actions while driving.

New technologies such as cell phones, PDA’s, after-market GPS systems, and MP3 players have become such a strong part of our lives that we are apparently not willing to stop using them even behind the wheel. Legislation, enforcement and education are extremely important in changing dangerous behaviors and making our roads safer, but we can also integrate many of these technologies into our cars to minimize distraction. Technologies such as hands-free phone and GPS navigation systems must be integrated carefully and seamlessly into the vehicle driving environment. Displays must be easily visible without having to take your eyes off the road and controls must be simple and intuitive, avoiding the need for hands off the wheel. Conversational voice technology is developing rapidly creating new systems that allow text messages to be read to the driver, who can then dictate and send a response using voice command.

Additionally, preventative technologies are already keeping drivers focused on the driving task, helping to prevent accidents caused by distracted driving. Lane departure warning, blind spot monitoring, fatigue detection and other technologies ensure driver mistakes don’t turn into accidents. Of course, these technologies must be carefully developed and integrated into the vehicle so that the communication of the additional information they can provide does not itself become a distraction.

Distracted Driving is one of the oldest new problems we have, and while the misuse of new technologies has contributed to the problem, technology and innovation are also a key part of the solution. The multi-pronged approach of legislating behavior, public education and making our technology smarter and safer is the key to ending distracted driving. Just as anti-lock brakes and stability control have been proven to help drivers avoid accidents, technology will continue to adapt to the modern driver’s needs to provide a safe driving experience.

WMATA is watching YOU! DC Metro agency gets funding to beef-up security & deploy facial recognition system

Washington’s aging Metro system will be getting a 21st century security makeover that will include video cameras capable of integrating with other “facial recognition” systems in use in the National Capital region.

Some $78 million in grants for enhanced security were recently approved by the U.S. Dept. of Homeland Security.  Grants also include money for 20 additional transit police officers, 3 bomb-sniffing dog teams and security training for 9,000 “front line” employees. The lion’s share of of the grant money will be spent on enhanced video surveillance of Metro’s sprawling rail and bus system.

And $27.8 million in grants from the Department of Homeland Security will pay for cameras on buses, in ventilation shafts, at station entrances and near the end of platforms over the next few years. $7.1 million is designated to monitor passengers inside rail cars. Metro Transit Police officers will be able to view in-railcar cameras in real-time on portable computers.

Mid-air Melee! Pilot, cabin crew member scuffles on Air India flight, injured

A pilot and the member of a cabin crew were injured when they scuffled with each other mid-air on Air India’s flight from Sharjah to Lucknow on Saturday morning.

“A pilot and a cabin crew of Air India’s IC-884 Sharjah-Lucknow-Delhi flight were injured after they had a scuffle over some issues mid-air,” an airline official told PTI.

The incident took place at around 0430 hours when the flight was over Pakistan, he said adding the flight with 106 passengers and seven crew member had left for Lucknow at 0035 hours Sharjah time.

The flight reached Lucknow at 0600 hours where the matter was reported. The airline management has de-rostered the pilot and the cabin crew member till the investigation into the incident was over.
