The majority of American goods are transported by trucks, even though freight trains are greener and more fuel-efficient. Where should America be placing its bets for moving our economy and what would you personally sacrifice for it?

Blueprint America — with NOW on PBS — in a report with correspondent Miles O’Brien looks at the massive amount of freight moved throughout the country — mainly by trucks on an aging highway infrastructure that’s crumbling and bursting at the seams. With projected population growth and a rebounding economy, experts say it is only going to get worse.

So as Congress begins a major rewrite of the nation’s transportation laws, many are asking if it is time to redirect freight traffic off congested highways onto more environmentally friendly and fuel efficient railroads. Sounds good, but there is a catch. Unlike highways that receive public funding, railroads are private. Should taxpayers sink public money into a private railway system? And where should the money come from?

Blueprint America Correspondent Miles O’Brien looks at the contemporary needs, challenges, and solutions for transporting vital cargo across America, and how those decisions affect the way you live, work, and travel.

Study says GPS-systems with real-time traffic info can save a lot of time

According to a new study, GPS-systems with real-time traffic info can save American drivers four days a year of being stuck in grizzly traffic snarls. As promising as it sounds, this particular study should be viewed with a little bit of skepticism because it was sponsored by navigation systems data-provider NAVTEQ.  Here are some of the study details (as published in the NavTeq press release).

The results are from a three pronged studies conducted in two metropolitan areas of Germany – Dusseldorf and Munich — which evaluated drivers without a navigation system, drivers with a navigation system, and drivers with a navigation system that included real-time traffic. Previous studies in this field focused more on “getting lost” scenarios versus the benefits to drivers of navigation system use during the course of their normal driving habits.

The study revealed that the drivers using traffic enabled navigation devices experienced dramatic time savings, spending 18% less time driving on an average trip versus drivers without navigation. If applied over the course of a year, a driver who does not currently use a navigation device would save themselves 4 days of driving each year if they had a traffic-enabled navigation system. Additionally, the findings show that drivers with real-time traffic experience reductions in distance traveled as well as increase fuel efficiency which would lead to a decrease in CO2 emissions per driver of .79 metric tons, or 21% less than a driver without a navigation system.

These results not only point to the positive impact on German drivers, they can be projected to other countries as well, for example*:

  • UK drivers with traffic enabled navigation would save 2.5 days per year and drop their CO2 emissions by 20%
  • US drivers with traffic enabled navigation would save 4 days per year and lower their CO2 emissions by 21%

Public-private partnerships (P3s) in transportation represent a significant opportunity to help states address their transportation infrastructure funding. While much is being debated in Washington, the future of P3s is being decided in state legislatures. An increasing number of states are allowing P3s at some level for transportation.

For 20 years, the American Road and Transportation Builders Association has held the premier conference on P3s. Our goal each year is to explore the facets of P3s and to share best practices. P3s have the potential to offer tremendous value to states in getting key projects built harnessing the value by partnering with the private sector to speed delivery of transportation solutions, grow transportation programs off budget and unlock value in state transportation assets.

USDOT’s Traffic Volume Trends Data Shows Nation’s Vehicle Miles Traveled Increased 2% in June Year-on-Year

Preliminary reports from the State Highway Agencies show travel during June 2009 on all roads and streets in the nation increased by 2.0% (4.9 billion vehicle miles) resulting in estimated travel for the month at 256.7 billion vehicle-miles, according to the US Federal Highway Administration.

This total includes 89.6 billion vehicle-miles on rural roads and 167.1 billion vehicle-miles on urban roads and streets. Cumulative Travel changed by -0.4 percent (-6.1 billion vehicle miles).  Cumulative estimate for the year is 1,446.1 billion vehicle miles of travel.

While traffic volumes have shown some year-over-year gains earlier this year, June marks the first month when driving was higher in all regions of the United States and on all types of roads. US traffic volumes started declining in November 2007 as oil prices rose and experienced dramatic drops in 2008.

Happy Birthday! Volvo’s 3-Point Safety Seat Belt Turns 50; Keeps on Saving Millions of Lives on the Road

Volvo made history — and the world a far safer place — 50 years ago today when it delivered the world’s first car with standard three-point safety belts.

And it all started with a Volvo PV544 delivered to a dealership in the town of Kristianstad, Sweden.  The three-point belt was invented by Volvo engineer Nils Bohlin, who was looking for a better way of keeping people secure in a collision.

Before the three-point belt, there was the basic lap belt. This two-point design did a good job of keeping passengers in their seats during a collision, but it failed to evenly disperse crash forces resulting in a bruised forehead or–at high speeds–a possible fractured pelvis.

The three-point design, developed by Volvo, a company fanatical about safety and engineer Nils Bohlin, more evenly spread impact forces across the passenger’s torso and helped to keep the upper body in place.  Bohlin, a former aviation engineer at Saab who worked on airplane catapult seats, came up with an ingenious solution that combined a lap belt with a diagonal belt across the chest. He anchored the straps low beside the seat so the geometry of the belts formed a “V” with the point directed at the floor.  The design was created to help absorb the force on the pelvis and chest, while keeping the belt in position and not moving under the load.

Even after 50 years of automotive safety innovation, the three-point safety belt remains the most effective protection for occupants in the event of a collision. The belt reduces the risk of fatalities and serious injuries from collisions by about 50 percent. A design as obvious as it is intelligent, the three-point belt is perfectly suited to the seat occupant’s body. It is the safety belt’s ability to keep the occupant in the seat that is of crucial importance.

We take them for granted nowadays, but the three-point belt was revolutionary when it appeared on Aug. 13, 1959. In the years since, the V-shaped safety belt has saved well over a million lives. It has been called one of the most significant inventions of the 20th century, and it remains the most widely used safety innovation in automotive history. Every single car sold today uses three-point belts.  Here are some facts dug from various sources on the internet, which I thought are very interesting:

  • In 1963, Volvo introduced the three-point belt in the United States after performing a number of crash tests that validated their claims that it offered the best protection to occupants. In 1967, the Swedish automaker presented data from collisions in Volvo cars over a one-year period that found the seat belt saved lives and reduced injuries by 50-60 percent. That same year, Volvo offered the seat belt as standard on front and rear outboard seats.
  • Within five years, three-point belts appeared in cars throughout Europe and the U.S. Bohlin’s invention has saved hundreds of thousands of lives and prevented or reduced the severity of injuries for countless people. That makes the three-point safety belt the single most important safety device in the 120-year history of the automobile.
  • The real breakthrough in legislation actually came from Victoria, Australia, which was the first state worldwide to draw up legislation in 1970 requiring not just the fitting of seatbelts, but also their actual use. In the first year of law, traffic deaths in the state dropped by 18 per cent.
  • Consumer Reports blog states that in the year 2006, the use of seat belts saved an estimated 15,383 lives. During the five-year period from 2002 through 2006, seat belts have saved over 75,000 lives.
  • Currently all U.S. states except New Hampshire have seat belt laws. However, 18 states do not have primary enforcement laws, meaning penalties can only be applied if the car is pulled over for another infraction. Studies show that stronger laws lead to higher use rates. Seat belt use continues to climb in the United States with 83 percent of all occupants buckling up.

What’s even more interesting is that neither Volvo nor Mercedes kept their inventions to themselves, and in fact encouraged other automakers to adopt the safety devices.  Thank you, Mr. Bohlin and Volvo for making our world a little more safer.

Closer to home, Dr. Prabhakar is also beginning to help try to solve some of Stanford University’s parking and commuting challenges in a policy climate that leaves little room for error¿the university is subjected to heavy penalties if the campus exceeds its allowance for peak-period car commuters.

Dr. Prabhakar has some very creative ideas for testing incentives related to parking at Stanford, which he plans to share in this Webinar, and the technological know-how to implement them and determine their effects.

The webinar will also provide a brief look at incentive programs implemented in the Washington DC metropolitan region to help reduce congestion. Nicholas Ramfos, the Director of the Commuter Connections program at the Metropolitan Washington Council of Governments will highlight incentives including a region-wide Guaranteed Ride Home Program, free consulting services and equipment lease reimbursements to employers that start or expand a telework program, and a new demonstration program that will be launched this fall which will pay commuters to carpool in designated congested corridors in the region. Nicholas Ramfos’ brief presentation will focus mostly on this newest demonstration program.

Following New York City and Bogota, City of Buenos Aires Launches Car Free Sunday; Porteños (a.k.a. city residents) Rejoice & Reclaim Public Spaces Lost to Motor Vehicles

Imagine one of the largest and iconic avenues in Latin America entirely closed to motorized vehicles with children playing happily. On a recent Sunday morning in Buenos Aires on Avenida 9 de Julio and other major streets, where thousands of porteños—as the city residents are called—could be seen exercising, rollerblading, cycling and strolling down streets that are normally clogged with smelly, noisy and dangerous cars and trucks. Following other cities such as BogotáSantiago and more recently New York City, the Argentine capital closed major thoroughfares to motor vehicles so residents could enjoy the first-ever Car Free Sunday.

The City of Buenos Aires decided to launch the car-free event despite forecasts of low temperatures for June (approx 5° C, 41° F). Starting in the hip neighborhood of Palermo and stretching over 20+ kilometers, streets and avenues were exclusively designated for walking, riding bicycles and rollerblading. Porteños showed up in droves, enjoying the city’s newly reclaimed public spaces—the streets.

The circuit connected the stately parks of Palermo with 9 de Julio Avenue to the middle-income neighborhood of Boedo in the south. Citizens could choose to participate in a variety of activities organized throughout the day like exercising to techno-music in front of the iconic Buenos Aires obelisk, rollerblading with the entire family, renting a bike from “La Bicicleta Naranja,” playing soccer or just strolling around with the kids.

The Municipality of Buenos Aires also engaged in another initiative to increase bicycle use and promote high-quality public spaces by developing a Bicycle Master Plan. The proposed bike network will link the 3 main train stations of the city to the downtown business district, as well as some of the most important Universities. Irala Street will have the first cycle lane and will be a model for other cycle lane developments. Physical segregation from cars, new signaling and detailed design will reduce conflicts and encourage everyone to start riding their bicycles.

Streetsblog: What If Everyone Drove to Work Inside Manhattan’s Central Business District?

Sure, knocking the MTA is a favorite local past time, particularly for the politicians and press who are practically guaranteed a “Hallelujah!” chorus for every barb (today’s scandal: fat cat transit workers poised to rake in cost-of-living allowance!!). But despite the MTA’s problems, as Michael Frumin points out on his Frumination blog, the city’s streets and highways can’t hold a candle to the subways when it comes to moving commuters into and out of Manhattan’s Central Business District.

Parsing data derived from 2008 subway passenger counts and the NYMTC 2007 Hub Bound Report [PDF], Frumin writes:

Just to get warmed up, chew on this — from 8:00AM to 8:59 AM on an average Fall day in 2007 the NYC Subway carried 388,802 passengers into the CBD on 370 trains over 22 tracks. In other words, a train carrying 1,050 people crossed into the CBD every 6 seconds.Breathtaking if you ask me.

Over this same period, the average number of passengers in a vehicle crossing any of the East River crossings was 1.20. This means that, lacking the subway, we would need to move 324,000 additional vehicles into the CBD (never mind where they would all park).

At best, it would take 167 inbound lanes, or 84 copies of the Queens Midtown Tunnel, to carry what the NYC Subway carries over 22 inbound tracks through 12 tunnels and 2 (partial) bridges. At worst, 200 new copies of 5th Avenue. Somewhere in the middle would be 67 West Side Highways or 76 Brooklyn Bridges. And this neglects the Long Island Railroad, Metro North, NJ Transit, and PATH systems entirely.

The National Campaign to Stop Red Light Running

This week is National “Stop on Red” Week, and the Federal Highway Administration has kicked off several activities that highlight how dangerous blowing through a red light can be.  The activities for the week include a special edition of the Campaign’s Safety Focus newsletter, written by 13 red light running victims, survivors and their families and friends.

It has also released a video that can make you think twice before speeding through  the yellow at an intersection.  The video is a collection of actual crashes captured by traffic cameras situated at these intersections.  In one scene, a motorcycle flies through an intersection slamming into a car. In another, a car t-bones a sport utility vehicle.

The Stop Red Light Running Program was created by the Federal Highway Administration in 1995 as a community-based safety program. This campaign raised awareness of the dangers of red light running and helped reduce fatalities in many of the participating communities. The program calls attention to the dangers of red light running each year in the Annual National Stop on Red Week, – a week dedicated to educating Americans about the dangers of running red lights.

Remember, the number of fatal crashes at traffic signals is rising faster nationwide than any other type of fatal crash.  In 2007 in the U.S., almost 900 people were killed and an estimated 153,000 were injured in crashes that involved red light running. Public costs exceed $14 billion per year, and more than half of the deaths in red light running crashes are other motorists and pedestrians.
