This position is located in the Office of Safety Programs, Office of Safety, Federal Highway Administration, Washington, DC. The incumbent serves as a transportation specialist and provides advice to Safety Leadership on highway safety programs.

You will serve as a nationally recognized authority and advisor to Safety Leadership in identifying, developing and delivering safety workforce competency programs and products to reduce the number and severity of highway crashes, and other highway safety programs. You will also serve as the co-champion for the FHWA Safety Discipline and the program manager for the Roadway Safety Professional Capacity Building Program (RSPBC). As Safety Discipline co-champion, you will work toward improving the capacity of FHWA’s workforce in safety related competencies. As the RSPBC Manager, you will also help a broad range of roadway safety professionals acquire the knowledge, skills, and abilities needed to implement safety programs, strategies, and countermeasures.

The ideal candidate for this position is a mid-career or senior level professional with experience in identifying, planning, and implementing new national program initiatives and leading the development and implementation of programs for outreach and public information to improve the proficiency of highway safety professionals.  He/she has a high degree of independence in planning, prioritizing, scheduling, and carrying out assignments and maintaining effective working relationships as a leader or member of teams or working groups.  In addition, the ideal candidate has excellent person-to-person and written communication skills.

Duties:

• Provide leadership in technical, programmatic engineering and policy assistance to FHWA field offices, State and local agencies, and other internal and external customers to implement safety programs for all levels of government.
• Provide resources to help safety experts and specialists develop critical knowledge and skills within the roadway safety workforce.
• Lead the development and implementation of programs for outreach and public information to improve the proficiency of highway safety professionals.
• Coordinate with other Federal, State, and local agencies and professional organizations and serve on intra-agency task forces with partners to improve the safety workforces’ knowledge, skills, and abilities.
• Plan and conduct briefings and regional and national meetings for FHWA, State, and local safety professionals and other highway safety-related organizations.
• Identify customer’s needs and provide resources to facilitate the deployment of roadway safety tools.

The Kansas City Streetcar Authority (KCSA), a nonprofit corporation established in 2012, is seeking its first Executive Director who will be charged with overseeing the operations and maintenance of the entire system through a third-party operator, and ensuring stakeholder and neighborhood involvement.

When becomes operational in late 2015, the two-mile north-south streetcar route (approximately 4 miles round trip) will operate on City streets and efforts are currently underway to study opportunities and gain support for future expansion projects.

Without question, this position represents a tremendous opportunity for a dynamic leader to have a significant impact in a city focused on downtown revitalization. Given that Kansas City Streetcar initiatives are in their development stages, it will be necessary for the Executive Director to demonstrate flexibility, maturity and an ability to “scale” within a dynamic, expanding entity.

Washington — The annual Faces of Transportation photography contest is marking its 10th year by adding a video category. Sponsored by the American Association of State Highway and Transportation Officials (AASHTO), the national contest asks State DOT employees and private citizens to send in photographs and videos of people, projects, and personal experiences that demonstrate the benefits of transportation.

This year’s competition, themed “Transportation in America,” includes seven awards. Five will be presented in the photography section and two prizes will be awarded in the video portion of competition.

Photography: Photographs will be judged in three new categories: Quality of Life/Community Development, Historic Projects, and Taking the Road Less Traveled. A $125 cash prize will be awarded to the best photograph in each of the three categories. $500 cash prizes will be presented to the winners of both the People’s Choice and the Best Overall Photograph award.

Video Section: Videos will be judged on two levels and in two separate categories. Amateur or novice videos must demonstrate travel experiences in a category called Safe, Smart and Fun. Professionally produced videos will be judged in a category called Innovation in Motion.

The videos (one winner in each category), as selected by AASHTO, will each be awarded $150 cash prizes. The winners, along with other submitted videos, may be featured on AASHTO’s Transportation TV or AASHTO’s YouTube Channel.

Winning video and photography submissions must prominently feature people designing, constructing, using and enjoying the nation’s transportation systems. All entries must represent the positive effects of all modes of transportation on individuals and communities. Photographs and videos which include recognizable individuals must be accompanied with a model release form regardless of category; all photos and videos must include a caption that describes the scene. Failure to meet these requirements may lead to disqualification.

All entries must be received by July 31, 2014. Judging will begin on August 8, 2014. The general public will vote for the People’s Choice Award photograph at the Faces of Transportation web site, www.facesoftransportation.org. Judging will begin August 8 and end August 31, 2014.

The winners of the 2014 Faces of Transportation competition will be announced at the AASHTO Subcommittee on Transportation Communications (TransComm) annual meeting in Scottsdale, Arizona in September. Entry forms and contest rules are available at www.facesoftransportation.org.

The Baltimore City Department of Transportation, an urban multi-modal transportation agency with primary responsibility for the City’s roadways, bridges, transit systems, and traffic safety is seeking a dynamic professional to function as the City’s Chief Traffic Engineer and manage the Traffic Management Center.

The Chief of the Traffic Division will lead a team of professional engineers, managers and  technicians to:

• Authorize installation of Traffic Control Devices including signals, signs and pavement markings
• Operate and maintain the city’s 1,350 traffic signals
• Conduct Traffic Studies
• Develop measures to enhance all modes of transportation in the City;
• Implement the City’s Complete Streets Program
• Oversee multi-disciplinary planning and design teams for roadway improvement projects, ITS projects, transportation safety projects, bicycle and pedestrian projects, and other transportation-related projects;
• Oversee consultant resources through the planning and design project development processes;
• Recruit and hire professional traffic engineers
• Manage agency-wide data collection and GIS programs;
• Manage the agency’s transportation safety improvement program;
• Manage the agency’s transportation management center;
• Manage the signal electronics and signal construction maintenance shops; Conduct training of staff and consultants;
• Conduct traffic policy research and analysis on a range of topics;and
• Other duties as required.

Desirable qualifications: Master’s degree from an accredited college or university, five years of experience managing engineering projects as a licensed professional engineer, certification as a Professional Traffic Operations Engineer, and a minimum of five years directly supervising senior engineers, junior engineers and engineering technicians. Consideration may be given to a combination of experience and/or education. This position reports directly to the Deputy Director and will have frequent contact with the Director of Transportation, the Mayor’s Deputy Chief of Staff of Operations, and members of City Council. This is a benefited, at-will position serving at the pleasure of the Director of Transportation.

Connected Vehicle Pilot Deployment Program Description

On March 12, 2014, the Federal Highway Administration (FHWA) announced a Request for Information (RFI) that will be used to help refine the plans for one or more connected vehicle pilot deployments  (https://www.federalregister.gov/articles/2014/03/12/2014-05414/connected-vehicle-pilot-deployment-program-request-for-information).

The Connected Vehicle Pilot Deployment Program seeks to combine connected vehicle and mobile device technologies in innovative and cost-effective ways to improve traveler mobility and system productivity, while reducing environmental impacts and enhancing safety. The FHWA anticipates a procurement action for one or more pilot deployment concepts in 2015.

Purpose of Public Meeting and Webinar

The purpose of the meeting is to inform private sector stakeholders on upcoming opportunities and to seek input from public sector implementers as they prepare to integrate emerging connected vehicle and mobile device technologies into operational practice.   The meeting will provide information on the organizing principles and preliminary schedule of the Connected Vehicle Pilot Deployment Program.  In addition, the meeting will provide a summary of challenges identified in the RFI and facilitate a further discussion with stakeholders regarding the most salient challenges. This meeting is being sponsored by the Intelligent Transportation Systems Joint Programs Office (ITS JPO).
