Pentagon Prioritizes Pursuit Of Alternative Fuel Sources

For the Defense Department, the largest consumer of energy in the United States, addiction to fuel has greater costs than the roughly $18 billion the agency spent on it last year.

By some estimates, about half of the U.S. military casualties in Iraq and Afghanistan are related to attacks with improvised explosive devices on convoys, many of which are carrying fuel. As of March 20, 3,426 service members had been killed by hostile fire in Iraq, 1,823 of them victims of IEDs.

“Every time you bring a gallon of fuel forward, you have to send a convoy,” said Alan R. Shaffer, director of defense research and engineering at the Pentagon. “That puts people’s lives at risk.”

Spurred by this grim reality, the Pentagon, which traditionally has not made saving energy much of a priority, has launched initiatives to find alternative fuel sources. The goals include saving money, preserving dwindling natural resources and lessening U.S. dependence on foreign sources.

“The honest-to-God truth, the most compelling reason to do it is it saves lives,” said Brig. Gen. Steven Anderson, director of operations and logistics for the Army. “It takes drivers off the road.”

Other than fueling jet engines, the largest drain on U.S. military fuel supplies comes from running generators at forward operating bases. The Pentagon says that the wars in Afghanistan and Iraq have required more fuel on a daily basis than any other war in history. Since the conflicts in Afghanistan and Iraq began in 2001 and 2003, respectively, the amount of oil consumption at forward bases has increased from 50 million gallons to 500 million gallons a year.

To help reduce consumption, the Pentagon is using $300 million of the $7.4 billion it received from the economic stimulus package to accelerate existing programs for developing alternative fuels and saving energy.
The Pentagon is also investing $15 million of the stimulus money into developing lightweight, flexible photovoltaic mats that could be rolled up like a rug and used at forward bases to draw solar power for operating equipment. “We think $15 million will let us build, develop and test one of these roll-out mats,” Shaffer said.

The Pentagon is also testing the use of solar and geothermal energy to provide power at installations. The Army, for example, is partnering with a private firm to build an enormous, 500-megawatt solar farm at Fort Irwin, Calif. The farm would supply the 30 to 35 megawatts needed to operate the installation, with the remaining available for sale to the California electrical grid.

About $6 million is aimed at improving a program run by the Defense Advanced Research Projects Agency to convert algae into jet propulsion fuel 8, or JP-8, that could power Navy and Air Force aircraft.

Other initiatives include $27 million to develop a hybrid engine the Army could use in tactical vehicles and $2 million to develop highly efficient portable fuel cells that could reduce the battery load carried by infantry soldiers.

Where the US stands in pushing “Cash for Clunkers”- Four bills in Congress; Details Needed

There are currently four bills in Congress focused on stimulating car sales by allowing people to trade an old car for a new one. There’s been lots of buzz, but not so many details. That’s starting to change as people such as Rep. Betty Sutton goes on the offensive for her own proposal .

There are currently four different proposals in Congress to stimulate stimulate car sales by way of incentives from the government to buy older, less fuel-efficient vehicles. Three are from the House of Representatives and one from the Senate . Already the topic has lit up the blogosphere with buzz about the opportunity for people to get $3,000.00 to $5,000.00 for exchanging that junker for a shiny, new automobile.Rep. Betty Sutton was on CNBC’s Squawk on the Street today talking about her version of the bill. With an official title of “To accelerate motor fuel savings nationwide and provide incentives to registered owners of high polluting automobiles to replace such automobiles with new fuel efficient and less polluting automobiles or public transportation” it’s easy to see why few details are in the media as of yet. The bill’s short title as introduced is Consumer Assistance to Recycle and Save Act of 2009. Anchors Mark Haines and Erin Burnett posted questions about how the proposal may work.

Leader in the Pack 
Rep. Sutton’s Consumer Assistance to Recycle and Save (CARS) Act would give consumers incentives of $3,000 to $5,000 for turning in vehicles that are 8 years or older to buy more fuel-efficient vehicles or to obtain a transit voucher. She says that support is growing every day. The bill has gathered 21 co-sponsors so far, up from 19 a couple of weeks ago. The bill is still working out the metric of how cars would need to be traded in and what fuel efficiency would need to be for the new car. Sen. Dianne Feinstein has a similar proposal (with a short title of Accelerated Retirement of Inefficient Vehicles Act of 2009) that would mandate that the new car be 25% aboveCAFE standards . There has not been anything mentioned about how many cars one person or family can switch for the credit. Also, some states already have incentives for buying cleaner cars, so will individuals be able to get both state and federal credits? If so, in places like Texas , a person could get a combined total of as much as $8,500.00 for a new car.

The paper writes that Darling and officials in the Treasury have been impressed by the results the programs have delivered in other countries. Last month, Britain experienced a 30 percent drop in new car registrations at a time when Germany recorded 40 percent more vehicle sales than during the same period a year earlier. In Germany, Treasury officials noted, the precipitous drop in auto sales has been reversed.

The Times reported that details are still being hashed out between the Economics Ministry and the Treasury in London, but that the plan will look a lot like Germany’s. According to the paper, a £2,000 (€2,200) scrapping premium is to be given on trade-ins of any car over nine years old.

In contrast to Germany, though, Darling and Economics Minister Peter Mandelson are also seeking industry participation in the program. At the very least, they want a binding commitment that existing rebates will not be dropped because of the government program. So far though, the paper reports, the British automobile industry is resisting the government’s push for it to support the program with its own means.

In addition to Germany, a number of European countries including Austria, France, Italy, Portugal and Spain also have stimulus programs in place for carmakers suffering from thecredit crunch and global financial crisis—and the success of these stimulus efforts has been measurable. China and Brazil have also succeeded in increasing car sales again.

“A scrapping scheme will provide the incentive needed and the evidence is clear that schemes already implemented across Europe do work to increase demand,” Britain’s Society of Motor Manufacturers and Traders (SMMT) chief executive Paul Everitt told the Times. “The UK is the only major European market not to implement a scheme.” SMMT estimates the one-year program would cost about £160 million.

Last week, the United States also said it would adopt the successful European recipe. During a dramatic speech to the auto industry, US President Barack Obama praised the scrapping premiums as exemplary and “successful” and pledged to introduce a similar program in the US. But the program could be a lot more expensive for the United States than Britain: Already, an estimated 250 million cars and trucks are driven in America. Of those, close to 30 percent are at least 15 years old, meaning the country could have as many as 75 million candidates for scrapping.

In Germany, demand has been so strong that the government plans to extend its scrapping bonus through the end of the year. Last week, Chancellor Angela Merkel’s cabinet moved to extend the scheme until Dec. 31 and to provide €5 billion in government funding—enough to cover up to 2 million cars.

DALLAS — Since Henry Ford began mass production of the Model T nearly a century ago, car-loving Americans have gulped ever-increasing volumes of gasoline. A growing number of industry players believe that era is over.

Among those who say U.S. consumption of gasoline has peaked are executives at the world’s biggest publicly traded oil company, Exxon Mobil Corp., as well as many private analysts and government energy forecasters.

The reasons include changes in the way Americans live and the transportation they choose, along with a growing emphasis on alternative fuels. The result could be profound transformations not only for the companies that refine gasoline from crude oil but also for state and federal budgets and for consumers. Much of contemporary America, from the design of its cities to its tax code and its foreign policy, is predicated on a growing thirst for gasoline.

 As Americans commute less, use more fuel efficient cars and take more public transportation, gas stations have shut down. There are 11% fewer places to pump gas in the U.S. today than there were a little over a decade ago.

In the vast market for crude oil, American gasoline consumption matters. One of every 10 barrels of crude ends up in U.S. gasoline tanks, more than is used by the entire Chinese economy.

Right now, the recession is curbing U.S. gasoline consumption, as laid-off workers stop commuting and budget-conscious families forgo long road trips. Drivers filled their cars with 371.2 million gallons of petroleum-based gasoline every day in 2007, according to the U.S. Energy Information Administration. It expects that to fall 6.9% to 345.7 million gallons in 2009, as demand at the pump declines and the use of plant-based ethanol increases. Even if usage climbs after the recession ends, it won’t exceed 2007 levels, according to EIA forecasts.

Demand for all petroleum-based transportation fuels — gasoline, diesel and jet fuel — fell 7.1% last year, according to the EIA. This is the steepest one-year decline since at least 1950, as far back as the federal government has reliable data.

Many industry observers have become convinced the drop in consumption won’t reverse even when economic growth resumes. In December, the EIA said gasoline consumption by U.S. drivers had peaked, in part because of growing consumer interest in fuel efficiency.

Exxon believes U.S. fuel demand to keep cars, SUVs and pickups moving will shrink 22% between now and 2030. “We are probably at or very near a peak in terms of light-duty gasoline demand,” says Scott Nauman, Exxon’s head of energy forecasting.

If Exxon is right, the full impact of falling demand for fuel would take years to be felt. But some deep changes are under way.

Chinese government outlines Incentive Plan for Electric Cars

 BEIJING — Senior Chinese officials on Friday outlined how they aimed to turn their country into the world’s largest producer of electric cars, including a focus on consumer choice rather than corporate subsidies.

Speaking at a conference at the government’s prestigious Diaoyutai guesthouse here, the officials acknowledged that their efforts faced challenges in terms of the cost and safety of electric cars. They promised a nationwide effort by manufacturers, universities, research institutes and government agencies to overcome these obstacles.

Wan Gang, a former Audi engineer in Germany who is now China’s minister of science and technology, portrayed the country’s electric car initiative as central to China’s international competitiveness, but said that there were environmental goals as well.

“We need to be sustainable in different sectors, particularly in the auto sector,” he said.

Zhang Shaochun, a vice minister of finance, said that the government wanted to let the market determine which electric vehicle models would become popular. So while the government is providing some research subsidies, the main step will be to provide very large subsidies for buyers of electric cars — already up to 60,000 yuan, or $8,800, for purchases by taxi fleets and local government agencies.

“The fiscal subsidy gives voting rights to the consumer,” he said.

China also has a 10 billion yuan ($1.46 billion) program to help the industry with automotive innovation.

In the United States, the government is providing $25 billion to help cover Detroit’s research costs in the coming years.

Mr. Zhang said that with a greater emphasis on incentives for electric car buyers, “we will cut back on the discretionary power of government agencies — otherwise, the companies will just fight for subsidies.”

Chinese and foreign automakers have embarked on a slew of demonstration projects for electric cars, with Nissan announcing one Friday in Wuhan, a city in central China. But very few electric cars are on the road in China yet.

While electric cars are rapidly improving, they remain roughly twice as expensive as similarly sized gasoline-powered cars that also provide greater range, higher top speeds and better records for reliability. Mr. Wan, the minister of science and technology, raised another concern Friday when he noted that the industry had to look at safety as it seeks to make electric cars ever lighter.

Trekking the Silk Road, with a green twist – Two BMW riders plan a carbon-neutral motorcycle adventure

Two enterprising Swiss citizens are riding home along the Silk Route from Beijing to Istanbul, to generate awareness of climate change, promote sustainable motor travel and raise funds to benefit SCCF, a new international foundation focused on finding solutions to combat global warming.

Using BMW F 650 GS bikes, Mark Dembitz and Clarisse Von Wunschheim will journey across eight countries in 80 days, covering almost 17,000 kilometres. Their route will see them leave Beijing on 4 May and journey back to Europe via Kyrgyzstan, Uzbekistan, Turkmenistan, Azerbaijan, Georgia and Armenia, before ending in Istanbul, Turkey on 25 July.

With a career in carbon finance and a keen interest in the environment, Mark is planning to make their ‘Going Global’ journey carbon-neutral, as well as use the opportunity to show others in cities and towns along the route how to help fight climate change.

“We will be keeping an accurate log of daily time and distance travelled as well as fuel usage, and the quantity and quality of petrol,” he said. “Based on this data, we will be able to approximate the quantity of carbon dioxide we emit along the ride. We will then secure credits (one credit is equivalent to one tonne of carbon dioxide) to offset our carbon emissions.

Along the way, the duo will stop at schools and universities to “teach children and students about global warming, motivating them to join us in being aware of their impact on the environment and in making small changes to their lives that will contribute towards a better and cleaner world for everyone.”

Smart police have fast cars – May be in Europe but not in the USofA! European Police get highway patrol cars manufactured by Ferrari, Porsche & Lamborgini cars

From a Ferrari to a Smart Car, police forces around the world are spoiled for choice for fast cars when it comes to patrolling their patch.

There is fierce competition for the world’s fastest police car with the Italians and Germans vying for the title.

Up until now the police prix d’or has been held by a Lamborghini Gallardo which an Italian police patrol is using on the Salerno-Reggio Calabria highway.

But the Germans have their eye on a car which would leave the Lamborghini trailing in its wake.

It has placed an order for a Brabus CLS V12 S Rocket which has a top speed of 225mph. It will be used on the fastest stretches of the autobahn.

 

In San Diego officers are using a custom made police car with integrated shotgun mounts and a top speed of 155mph.

This article states that some of the British police officers drive the Greenest, if not the meanest, among all forces – the tiny  SmartforTwo cars.

TransportGooru wonders if this San Diego squad car is a silly Dodge Charger.  American police officers should think about doing some police work in Europe!  It will make a great cinema when California Highway Patrol chasing some Hollywood superstar’s Lamborghini Gallardo with his Dodge Charger with integrated shot gun mounts!
On a releated note, few days back a South Carolina Trooper, J.D. McGaha, was cited for speeding in his unmarked patrol car.  Guess what he got for mashing his Dodge Charger – 3 days suspension, possible fine worth $355 & 6 points on his license. Oh, his Dodge Charger was taken back by his Department. Trooper McGaha is definitely not driving a Charger like a Ferrari anymore. Read the TransportGooru article on this incident here.

See you in court! Group sues Obama administration over weak MPG standards

When the next step in the road to 35 mpg by 2020 CAFE standards was announced recently, those in the know made it clear that the Obama administration’s upcoming goal of 27.3 mpg by 2011 would not be hard for automakers to meet. In fact, the 2007 average was already 31.3, so the 2011 goal would not require any change in product lineup (more difficult changes are scheduled to come into effect down the line). The 2011 standards were so light, in fact, that the Center for Biological Diversity (CBD) took the National Highway Traffic Safety Administration and Department of Transportation to court last week, saying that the Obama administration’s standards “ignore greenhouse gas emissions and the climate crisis, are illogical, illegal, and very disappointing from a president who has promised to make the United States a leader in the fight against global warming.”
The source article on San Francisco Chronicle notes that some environmental groups have said the new standards are a small step in the right direction, but the Center for Biological Diversity said Thursday they’re actually weaker than the requirements that the Bush administration proposed last year for 2011 vehicles.

“These low standards, which ignore greenhouse gas emissions and the climate crisis, are illogical, illegal, and very disappointing from a president who has promised to make the United States a leader in the fight against global warming,” said Kassie Siegel, who directs the organization’s climate law project.

The group asked the Ninth U.S. Circuit Court of Appeals in San Francisco to declare that the administration violated a federal law requiring that fuel economy standards be set at the maximum feasible level, in light of current technology, economic impact, and the nation’s need to conserve energy. The same court ruled in a similar lawsuit in 2007 that the Bush administration’s fuel standards for light trucks and SUVs for the 2008 through 2011 model years were invalid.

Paradigm Shift Does G.M.’s P.U.M.A. Rethink Transportation?

When General Motors unveiled Project P.U.M.A. in New York on Tuesday (with partner Segway), it was showing not so much a vehicle as a vision for a new transportation system. And that’s high risk, high reward, because as much as new concepts are needed, they’re excruciatingly hard to actually put in place. Our highways are haunted with unfulfilled visions, from electric station-cars to statewide hydrogen-refueling networks.

The P.U.M.A. is a two-wheeled, two-seat gyroscopically balanced urban transit device with a top speed of 35 miles an hour and the potential to be remotely operated. Toyota has also shown a fanciful personal mobility option, called the i-Swing, a single-seater pod on wheels, with joystick controls.

So far, the P.U.M.A. concept is receiving cautiously optimistic reviews. “It’s exactly the right vision, and it’s the kind of thinking we need desperately in transportation,” said Dan Sperling, director of the Institute of Transportation Studies at the University of California-Davis and coauthor (with Deborah Gordon) of “Two Billion Cars: Driving Toward Sustainability.”

Mr. Sperling points out that the Low-Speed Vehicle (L.S.V.) category, limited in most states to 35 miles an hour, was created by the Department of Transportation in the 1990s to respond to the type of technology that G.M. is now talking about.

The L.S.V. category, which includes battery-powered neighborhood electric vehicles, has been slow to take off. But Mr. Sperling said he saw those vehicles, including the Chrysler GEM, gaining popularity around Davis for use in retirement and gated communities, military bases and office parks. “We need more diversity of vehicle types,” he said. “There’s no reason everything has to be 3,000-plus-pound cars and trucks. But for this to take off it needs one extra step to integrate the vehicles into the broader network of roads.”

 

For David J. Friedman, research director for the clean vehicles program at the Union of Concerned Scientists, the P.U.M.A. has possibilities, though what he called “the massive monitoring and managing of traffic to minimize congestion and maximize road usage” has been tried before; the general category is called Intelligent Transportation Systems. G.M. experimented with hands-free Buicks on automated highways in 1997, but the efforts were thwarted by high costs and driver confusion.

“We need to design our cities around something other than two- or three-ton vehicles,” said Mr. Friedman. “The data suggests that by 2030 half of the built environment in the U.S. will be new. What if we designed new suburban towns with integrated shopping so you could walk, bike or use a P.U.M.A. to get around, with conventional vehicles only for longer trips?”

Project P.U.M.A – GM’s tango with Segway births an awesome personal mobility platform for urban environments

P.U.M.A delivers 35 mile range, 35 MPH top speed, all on 35 cents of electricity 

GM and Segway have teamed up before the New York Auto Show on what they’re calling the PUMA project. The prototype vehicle was exclusively unveiled today on the Today Show. It’s no April Fool’s joke.  PUMA stands for Personal Urban Mobility and Accessibility and the prototype running around outside NBC’s Today Show this morning is an experimental prototype of a vehicle Larry Burns, GM’s vice president of research and development, and strategic planning, claims we’ll see a roadable version by January.

The interesting thing here isn’t necessarily the size – barely wide enough to fit two skinny urban dwellers — the electric powertrain — 35 mile range, 35 MPH top speed, all on 35 cents of electricity — or the added mobility it provides – not much more than a bicycle and significantly less than a gas-powered scooter — but it’s vehicle-to-vehicle communication. Not only does the P.U.M.A. talk to other units, but it can detect the presence of other types of vehicles, pedestrians and cyclists; using that info to avoid collisions. It can also join together with other P.U.M.A.s to form high-speed (if you can call 35 MPH high speed) cross-city trains capable of using special lanes for uninterrupted travel.

 

Jalopnik’s review of the PUMA after taking it for a spin goes like this:  

The first impression is of how small and simple the PUMA is. There’s barely room for two full-sized adults to sit side-by-side within its roll cage and inside, under the rough plexi windshield there’s only one control: the aircraft-like yoke.

Mounted on that yoke are two buttons; one to start things up and one to shut it down. Hit the one on the right and the cabin lifts up off the ground, balancing completely level. Move the yoke forward and the cabin rotates in front of the center of gravity, initiating forward motion. Push forward for more acceleration, pull backward to shift the cabin rearwards to decelerate or come to a stop. Twist the yoke left or right to steer. Do so at a standstill and one wheel will roll forward, the other backwards, spinning you in place. That’s it, it couldn’t be simpler. In fact, it works just like a Segway, albeit a giant one that goes 10 MPH faster and lets two people sit down out of the weather.

Riding along in complete silence, sliding fore and aft is a bit eerie. The seats aren’t connected to the floor plan, meaning your feet slide out from under the seat when the cabin shifts foreword and vice versa in reverse. That feeling of connection to the movement helps orient passengers to what’s going on beneath them.

The simplicity of the control system – immediately intuitive – hints at the intended use of the PUMA. You wouldn’t need to be competent behind the wheel of a car to use one, it’s more like operating a video game. Perfect for today’s youth gone wild.
